On 23rd July 1984, the Malacca Chief Minister, Abdul Rahim Thamby Ciik, reiterated the State Government’s plan to level and develop Bukit China into a housing and commercial centre, although he made three proposals as to how such levelling and development of Bukit China could be carried out. When on Thursday the Tan Koon Swan faction Assemblyman in Malacca, Ng Peng Huay, branded the Cheng Hoon Teng trustees as ‘pengkhianat bangsa’ – ‘traitors of the race’ – on the Bukit China issue, he also announced a national campaign led by Tan Koon Swan and Lee Kim Sai to support the Malacca Chief Minister’s development plan for Bukit China as announced in the Malacca State Assembly on Monday, 23rd July 1984. Call on Tan Koon Swan and Lee Kim Sai to order their MCA faction, and in particular Chan Teck Chan and Ng Peng Huay, to stop their plot to destroy and discredit Cheng Hoon Teng and to apologise for branding the Cheng Hoon Teng trustees as ‘Chinese traitors’

Yesterday, following on the Chief Minister’s announcement of the State Government’s intention to proceed with the decision to level and develop Bukit China as originally planned, the ‘Level and Develop Bukit China faction’ had launched immediately into supporting action with a three-prong attack, aimed primarily at discrediting Cheng Hoon Teng and destroying both its legal and moral authority as the trustees of Bukit China. The Civil Law Amendment Bill 1984, which has rushed through the Dewan Rakyat last Wednesday with indecent haste, giving inadequate time for Memebers of Parliament to fully study and understand the implications of the Bill, has understandably aroused considerable anxieties and misgivings.
