The Penang state government should make public the Land Acquisition Guideline formulated after the 1991 Land Acquisition Amendment Act to prevent land acquisition abuses and injustices

In reply to my speech on the 1995 Budget calling for a totally new policy and approach by the state government on land acquisition cases, the Deputy Chief Minister Dr. Ibrahim Saad said that my proposal that land owners affected by land acquisition should be given the option to participate in joint-venture development has always been part of the government policy. According to a recent parliamentary answer by the Minister for Education Datuk Dr. Sulaiman Daud in response to a question by DAP MP for Kota Melaka Lim Guan Eng since independence in 1957, 48 Chinese primary schools in the country have been closed down — 19 in Sarawak, ten in Johore, five in Pahang, four in Sabah, three each in Perak and Terengganu and one in Federal Territory. I must start by congratulating the Penang Chief Minister Dr. Koh Tsu Loon for he must have been very pleased, with himself for establishing a new assembly record on Monday where he again showed his ‘little cleverness’ by being the first and’ only Chief Minister to manipulate question time so as’ to suppress opposition questions on current and controversial issues from having the time for answer. The Education Minister Datuk 1rnar Dr. Sulaiman Daud said two days ago that the Universities and University Colleges Act (UUCA) will be amended to allow English be used as a medium of instruction in institutions of higher learning. DAP has formed a National Committee to Defend Land Rights of Malaysians whose first objective will be to mobilize public opinion against land acquisition abuses and injustices and demand equitable reforms to land acquisition laws.
