I remember that when I was invited to participate in the current affairs forum of the Penang Chinese Assembly Hall Youth Section on Oct. 2, after my speech, I was given a question by a member of the audience who expressed incredibility and disbelief at my earlier remarks about a grave Constitutional crisis which nobody knew about arising from the Constitution Amendment Bill 1983. DAP calls on MCA and Gerakan to take a firm stand, in Cabinet, Parliament and outside, to oppose 1984 constituency delineations which aggravate instead of redressing political imbalance in 1980s and 1990s.

Ever since the publication by the Elections Commission on Jan.4, 1984, of its proposed recommendations on the new 132 parliamentary and 151 State Assembly constituencies in the states of Malaya, the Dap had been studying the delineations and following the public reactions to the proposals. DAP greatly disappointed that no Royal Commission of Inquiry has been set up into the BMF Scandal.

The DAP is greatly disappointed that after months of deliberation, the government has refused to set up a Royal Commission of Inquiry into the $2,500 BMF Scandal, with full legal powers to summon and compel the attendance of witnesses who could help in the inquiry and to conduct the investigations in public. DAP proposes that the Government asks the Federal Court for a binding opinion on the constitutionality of the Constitution Amendment Act 1983 as the 1984 Constitution Amendment bill will be equally unconstitutional if the Constitution Amendment Act 1983 is unconstitutional.

The Dewan Rakyat has been summoned to a special one-day meeting today to pass the 1984 Constitution Amendment Bill, the culmination of a four-and-a- half month constitutional crisis, to mark the victory of the principle of parliamentary supremacy and the sovereignty of the people. It was reported today that the Government Printer was taking steps to speed up the printing of the 1984 Constitution Amendment Bill, which is to be debated in the special meeting of Parliament on Monday in three days time. A Parliamentary spokesman has also admitted that it is not likely to send the 1984 Constitution Amendment Bill to MPs outside Kuala Lumpur in advance of the Parliamentary sitting. Land Acquisition and NEP Guarantees

Earlier at this parliamentary meeting, the DAP had given full support to the government in its legislative proposal to give Malay reserved land the same valuation as non-reserved land in government land acquisition exercises.
