Felda — NEP’s Most Conspicuous Failure

Speech by Parliament Opposition Leader, DAP Secretary-General and MP for Kota Melaka, Lim Kit Siang in Dewan Rakyat on the estimates of the Ministry of Land and Regional Development on December 1, 1982

The New Economic Policy was promulgated and implemented in 1970 with the objective of restructuring society so that there would be no identification of race with vocation or location.

Through the NEP Five-Year Malaysia Plans, there was much talk about government plans to increase the Malay population in the towns, as well as to increase the non-Malay population in the rural areas. Unfortunately what we see today is merely the swift urbanization of the Malaysia, without any serious effort to increase non-Malay population in the rural areas by providing agricultural opportunities, like opening up land for non-Malaysia. Pusat Serenti Tampin – Reign of Terror

Two weeks ago, on 17th November 1982, I called a press conference to tell the ordeal of an inmate in the Kuala Kubu Baru Drug Rehabilitation Centre, Chow Yue Kum, 27, from Malacca, who absconded from the Centre to which he was committed by court for drug addiction, because he was in mortal fear for his life.

Chow escaped from the Kuala Baru Drug rehabilitation Centre, on November 15, not because he was afraid of the officials of the Centre, but because of his fear at the ‘reign of terror’ imposed by drug inmates who have formed ‘government within a government’. I note that in commenting on the allegations by former inmate at Kuala Kubu Baru Drug Rehabilitation Centre, Rajah s/o Gengathaaran, 26, that he was physically assaulted until he agreed to escape from the centre to Kuala Lumpur to buy drugs of heroin and ganja for the ‘MIC’ seniors, the Director-General of Social Welfare, Encik Abdullah Malim Baginda, said that the government was trying to separate drug addicts into different categories and place them accordingly in the four main rehabilitation centres in Peninsular Malaysia. DAP expresses shock at the reintroduction of leg-irons for prisoners throwing Malaysia back to the ‘stone-age

Press Statement by Parliamentary Opposition Leader, DAP Secretary-General and MP for Kota Melaka, Lim Kit Siang, in Petaling Jaya on Wednesday, 24.11.1982:

DAP expresses shock at the reintroduction of leg-irons for prisoners throwing Malaysia back to the ‘stone-age

I am shocked that the Prisons Department is seriously going ahead with its intention to reintroduce leg-irons for prisoners being taken to court or to hospital. The Director-General of Prisons, Datuk Ibrahim Haji Mohamed, said in Taiping yesterday that prisoners of all categories would have to wear the leg irons expected to be introduced throughout the country by the first week of next month. He justified the reintroduction of the leg-irons, stopped in 1953 when the Prisons Act was enforced, on the ground of escape attempts by prisoners when taken to court or hospital.
