DAP calls for Rukun Tetangga to be tabled for Parliamentary approval and not enacted as an Emergency regulation.

The DAP is surprised that the Rukun Tetangga regulations were not presented to Parliament for approval, but was instead enacted as the Emergency Essential (Community Self- Reliance) Regulations 1975.

This is only the latest in the Barisan Nasional acts in by-passing and belitting the place and role of Parliament, and consequently, the meaning of Parliamentary democracy in the country. My attention was drawn to the speech by the former Prime Minister, Tunku Abdul Rahman, at the Lions’ Club of George Town installation on July 27.

DAP MPs and SAs to hold second seminar in Kuala Lumpur on Sunday

The DAP is holding a second seminar of DAP Members of Parliament and State Assemblymen in Kuala Lumpur on Sunday to discuss the many political, social and economic problems that have arisen, especially in Post-Vietnam Malaysia. The MPs and SAs will discuss among other things, the political developments in Sabah, the political repercussions of the formation of the new communist government in Indo-China, the role of DAP MPs and SAs in their discharge of duties to serve the people, party and country.

Related to the question of urban stability is the matter of providing opportunities to youths to develop their potential and capabilities to the fullest, which will cut down a source of discontent and frustration among the younger generation.

Concerned about the sharp increase in the incidence of violence among youths all over the country.

It is a matter of grave concern that recently, there has been a sharp increase in the number of incidents involving among youths and teenagers in the country.

Towns which had been peaceful have been turned into warring grounds between rival gangs involving mostly teenagers. In fact, in some towns, thins have become so bad that in certain areas of these towns, the people dare not go to for fear of being involved in these incidents of violence. DAP urges a full scale review of Government policies as a consequent of post Indo China development.

With the Communist vioteries in IndoChina the rest of the South Fast Asian countries are still readjusting to the historic change and calculatirif the impact these developments have on their internal and external policies.

It would be a grave error for the policy-makers of South East Asia to react to the IndoChinese development militarily.

There is a danger that one consequence of post Vietnam development in the rest of SEA is a greater diversion of Government funds for defense and military purposes. This will not only hold back development effertsand allow the wide gap between the haves and the haves-not to grow, but will be a shortsighted and self-defeating reaction. DAP calls on the Barisan National Government to honour its General Election pledge to give a fair deal to the 300,000 stateless persons in Malaysia.

During the 1974 General Election campaign leaders made capital of Tun Razak’s trip to Peking and his meetings with Communist Chinese leaders like Mae Tze- Tung and Premier Cheu En Lai and promised that the 300,000 stateless persons in Malaysia would ne given a fair and just deal by the Government.

The people were made to believe that at long last; holders of red identity cards who fulfilled all the conditions for Malaysian citizenship would be able to become Malaysian citizens and become fully part of the country. DAP on the Ministries of Education and Fate motion broadcasting to introduce educational programmes’ in Chinese and Tamil for students in Chinese and Tamil Primary Schools.

The educational T.V. programmes that are new telecast over T.V. Malaysia fer school students are only in Bahasa Malaysia and English.

The commission in presenting educational programmes in Chinese and Tamil languages is clearly inconsistent with the Government’s stated intention not to convert Chinese and Tamil primary schools in socerdance with Clause 21 (2) of the 1961 Education Act.
