On August 20, 1984, I wrote to the Prime Minister, Datuk Seri Dr, Mahathir Mohamed, asking for firm disciplinary to be taken against Datuk Harris Salleh, Sabah Chief Minister, for violating Article 6(5) of the Sabah State Constitution. This clause prohibits the Sabah Chief Minister from activity engaging in commercial enterprise, but Datuk Harris Salleh was director of at least three companies during his tenure as Sabah Chief Minister. The Civil Law Amendment Bill 1984, which has rushed through the Dewan Rakyat last Wednesday with indecent haste, giving inadequate time for Memebers of Parliament to fully study and understand the implications of the Bill, has understandably aroused considerable anxieties and misgivings. On 26th Feb.1984, when opening the Penang DAP State Seminar on Malaysian Culture, I stated for the first time that there was proposal, in conformity with the ‘One Language, One Culture’ policy proclaimed after the Barisan Nasional’s April 1982 general elections victory, to make Jawi a compulsory subject for all pupils, including Chinese and Tamil primary schools. When the 2M leadership came into power in July 1981, they promised Malaysians a liberal, open and democratic government and society. I remember that when I was invited to participate in the current affairs forum of the Penang Chinese Assembly Hall Youth Section on Oct. 2, after my speech, I was given a question by a member of the audience who expressed incredibility and disbelief at my earlier remarks about a grave Constitutional crisis which nobody knew about arising from the Constitution Amendment Bill 1983. DAP proposes that the Government asks the Federal Court for a binding opinion on the constitutionality of the Constitution Amendment Act 1983 as the 1984 Constitution Amendment bill will be equally unconstitutional if the Constitution Amendment Act 1983 is unconstitutional.

The Dewan Rakyat has been summoned to a special one-day meeting today to pass the 1984 Constitution Amendment Bill, the culmination of a four-and-a- half month constitutional crisis, to mark the victory of the principle of parliamentary supremacy and the sovereignty of the people. It was reported today that the Government Printer was taking steps to speed up the printing of the 1984 Constitution Amendment Bill, which is to be debated in the special meeting of Parliament on Monday in three days time. A Parliamentary spokesman has also admitted that it is not likely to send the 1984 Constitution Amendment Bill to MPs outside Kuala Lumpur in advance of the Parliamentary sitting.
