Call on Deputy Minister and Minister of home Affairs, Datuk Musa Hitam, to appreciate the alarm expressed by the non-Muslim religious groups in the country, the Christians, Buddhists, Hindus and the Sikh religion, over the far-reaching implications of the Panel and Criminal Produce Code (Amendment) Bill 1982 on the constitutional right of freedom of religion, and to withdraw the Bill to allow for fuller inter-religious study before retabling it in Parliament

In the September UMNO General Assembly, the Prime Minister, Dr. Mahathir Mohamed, said the Government would formulate a law to ensure that Islam, its teaching and values are not abused or wrongly preached. He said the law would serve to protect the sanctity of Islam as the official religion and would provide for legal action to be taken against those who carried out their activities prejudicial to Islam and Muslim unity in the country. The DAP, which led the attack against Societies Act Amendments in Parliament in April last year, which created a distinction between political societies and ordinary societies and other restrictions on the free operation of societies, welcome the 1982 Societies Amendment Bill tabled in Parliament for first reading on Thursday. Bintulu-isation of NEP

(Speech by the Parliamentary Leader, DAP Secretary-General and Member of Parliament for Petaling, Lim Kit Siang, in the Dewan Rakyat on the Royal Address on March 18, 1982)

We are entering the second decade of the New Economic Policy, and on the threshold of launching the Fourth Malaysia Five Year Plan. Central to the success of the New Economic Policy as the government’s basic strategy to create a united, peaceful and prosperous Malaysia is the strict adherence of the government at all levels to the NEP’s cardinal tenets that “no particular group would experience any loss or feel any sense of deprivation of its rights, privileges, income, job or opportunity” and that there would be no robbing Peter to pay Paul’.

If it gains general currency that these cardinal tenets of the NEP are not respected, then irreparable harm would be done to the entire process of nation building in Malaysia. Continue reading Bintulu-isation of NEP

A Biased Report Of Committee Of Privileges

(Speech by Parliamentary Opposition Leader, DAP Secretary- General and MP for Petaling and Assemblyman for Kubu, Lim Kit Siang, in the Malacca State Assembly on Tuesday, 29th Sept. 1981 on the motion to accept the Report of the Committee of Privileges that he had been absent without leave from the Assembly for six months)

DAP rejects the Report of the Committee of Privileges as being biased and prejudiced, and drafted to support a predetermined conclusion in utter disregard of general parliamentary practice and the Malacca Constitution

The house is asked to accept the Report of the Committee of Privileges tabled on 28th April 1981 with the finding that as I was absent from the State Assembly meeting on 23rd Sept. 1980, under Article 17 of the Malacca Constitution, I had been “without the leave of the Assembly absent from every sitting thereof for a period of six month” and that my Assembly seat of Kubu may be declared vacant. Calls for the establishment of a Constitution Review Commission in conjunction with the Silver Jubilee of the Malaysian Constitution to review how the Constitution had adhered and advanced its basic principles in the last 25 years.

By next year, the Merdeka Constitution of 1957 would be marking its Silver Jubilee of 25 years, and it would be an apt occasion for a national review of the workings of the Constitution, to ascertain whether it had been able to adhere and advance its principles and objectives, or had deviated from its fundamental purpose. When I visited Pulau Pangkor, bagan Panchut and Pantai Remis last weekend, together with Sdr. Lim Cho Hock (DAP National Vice Chairman and MP for Ipoh) Sdr. P.Patto (National Organising Secretaryand MP for Menglembu), Sdr.Liew Ah Kim (National Social/ Cultural Secretary and Selangor State Assemblyman for for Kajang) and Sdr. Ding Chek Ming, MP for Bruas, I have had the opportunity to learn at first hand how Malaysian fishermen were facing grave hardships arising the livelihood of trawler fishermen not only in the Dindings area, but throughout the country.
