DAP proposes the formation of a National Action Committee to defend the constitutional position of Chinese and Tamil primary schools comprising representatives from organizations concerned and committed to the concept that Chinese and Tamil primary schools should be an integral and eternal part of the national education system

This tea party had been organized for representatives of political parties and organizations which had all along expressed concern and commitment to the concept that Chinese and Tamil primary schools should be an integral and eternal part of the national education system to discuss and find ways to put an immediate and effective step to the recent growing strident demands for the closure of Chinese and Tamil primary schools, and to work out concrete steps to defend the constitutional position of Chinese and Tamil primary schools in accordance with the Constitutional guarantees in the country. The DAP, through Sdr. Lee Lam Thye and Sdr. M. Kuppusamy, have lodged police reports against the UMNO Youth leader, Haji Suhaimi Kamarrudin, and an UMNO Kelantan Delegate, Haji Jalani Jafaar, for offences against the Sedition Act 1948 as revised in 1970 in calling for the implementation of Clause 21(2) of the Education Act 1961 and the closure of Chinese and Tamil primary schools. In response to Mr. Loot Ting Yu’s suggestion that the DAP should seek to consult as widely as possible political parties and organizations on the fundamental question of Clause 21(2) of the Education Act 1961 which concern the whole future of survival or death of Chinese and Tamil primary schools, I have decided to invite political parties and organizations concerned about the existence of Clause 21(2) of the 1961 Education Act to a tea party in Kuala Lumpur on Sunday, 20th July 1980, to discuss measures to stamp out completely extremist calls for the closure of Chinese and Tamil primary schools. I regret that on a debate on such a vital issue as education, which would determine the future of our children and the nation, no Barisan Nasional MP showed any interest or took part in the debate – apart from the reply read out by the Deputy Education Minister. We know that Mps are deeply engrossed with the rumoured new increase of allowances, which I hear would be a 100% increase. If there is to be a 100% increase in allowance for MPs, then at least MPs should show a 100% increase in their interest of issues affecting the nation and people, and a 100% increase of their sense of responsibility. DAP calls for correction of fundamental New Economic Policy implementation defects

(Speech by the Parliamentary Leader, DAP Secretary-General and Member of Parliament for Petaling, Lim Kit Siang, in the Dewan Rakyat on the 1980 Budget on October 22, 1979)

The 1980 Budget, presented by the Finance Minister, Tengku Razaleigh, has been generally well-received by the press and the people, in particular with regard to the long overdue increase of personal relief’s for individual taxpayers.

The DAP had consistently called for the upward revision of personal tax reliefs for individuals in this House, as the repeated bouts of inflation and the loss of the purchasing power of the ringgit since the formulation of the income tax laws in the 1940s have made the reliefs derisory! Although long overdue, we commend the Finance Minister for at long last taking heed of the crushing burden borne by the lower income brackets by revising the income tax personal reliefs to more realistic levels. Call on Prime Minister, Datuk Hussein, to multi-racialism the heads of departments of government so that criticisms of departmental inefficiency and incompetence could not be exploited and distorted by irresponsible political leaders as criticisms against one race.

The Immigration Department Kuala Lumpur Office inefficiency and incompetence, the public outcry and criticism against the failure of the Immigration Department to provide efficient service to the people, the political exploitation of the criticisms by UMNO Youth Leader and the Director-General of Immigration and raising of racial issues, shows a very unhealthy aspect of Government service.
