‘Official secrets’ should be redefined and narrowed to concern national security and people’s safety before any amendments is sought on the Official Secrets Act

The Prime Minister, Datuk Seri Dr. Mahathir Mohamed, has told the Organisation of Newspaper Editors (ONE) and the National Press Club (NPC) that the Government would look into the definition of ‘official secrets’ to clear up any confusion that may arise in the enforcement of the Official Secrets Act. The Official Secrets Act Amendment Bill 1986 raises the fundamental question whether criminal law should be used to protect Government, Ministers or officials from embarrassment in any exposure about their abuse of power, malpractice, wrongdoing or even sheer stupidity, in the discharge of their public duties. Yesterday’s adjournment of Dewan Rakyat where two adjournment speeches by DAP MPs, Chian Heng Kai (Bukit Mertajam) and Lim Guan Eng (Kota Melaka) were “killed” is another example of how the overwhelming majority of Barisan Nasional in Parliament is used to trample on parliamentary practices and conventions. Call on Datuk Musa Hitam to extend the Parliamentary meeting by at least two days so that justice could be done to eight Bills and three motions

According to the Parliamentary schedule, the Committee Stage of the 1986 Supply Bill will end on 5th December with the last Ministry, the Ministry of National and Rural Development. This leaves one final Parliamentary sitting on December 6, 1985, although there are eight Government Bills and three motions to be dealt with.
