DAP Proposal that Parliament forms a Constitution Committee to consider and make recommendations with regard to proposed Constitutional amendments before a full Parliamentary debate

The Malaysian Constitution is one of the most amended Constitutions in the world. Since Merdeka in 1957, the Malaysian Constitution has been amended on nearly thirty separate occasions, involving some 1,000 parts of the Constitution. This make an average of at least one Constitutipnal amendment a year in the 26-year history of Malaysian nationhood. DAP calls on IGP to direct to all police investigations into complaints against police brutality and atrocities should be completed within one month to gain public confidence that the police would be objective arid impartial in cases.

At the recently—concluded Parliamentary meeting, I had tabled an oral question to ask the Deputy Prime Minister and Minister of Home Affairs, Datuk Musa Hitam, the result of police investigations into the police shooting incident in Batu Pahat on 15th May 1983 where a fisherman, Gan Kim Guan, 19, was killed when on a motor—cycle carrying a pillion at about 3.50 a.m. after a night’s vigil at a funeral parlour for a friend’s father who passed away. Anwar Ibrahim’s Senate statement yesterday should banish whatever doubts the 15 Chinese national organisations and Tung/Chiau Chung should have that the Penang Cultural Memorandum has been rejected by the Ministry of Culture, and should spur them into action to reaffirm support for the Memorandum.

On July 29 in Parliament, the Minister of Culture, Youth and Sports, Anwar Ibrahim, made an important statement in reply to questions by DAP Members of Parliament, making clear, without stating directly, that the Ministry of Culture, Youth and Sports rejected the Penang Cultural Memorandum of the 15 Chinese national organisations and Tung/Chiau Chung adopted in Penang at the Malaysian Chinese Cultural Congress on March 27. The MCA had claimed, especially after the April 1982 General Elections, that it is the only political party which could speak for the Ma1aysia Chinese. In fact, many MCA leaders had gone the country urging Malaysian Chinese to support the MCA to the extent that ‘Chinese is MCA, and MCA is Chinese’ in the way that ‘Malay is UMNO, and UMNO is Malay’. DAP calls on the 15 Chinese National Organisations and Tung/ Chiau Chung to convene another national Cultural Congress following the rejection of their Cultural Memorandum adopted in Penang in March 1983

Speech by Parliamentary Opposition Leader, DAP Secretary – General and MP for Kota Melaka, Lim Kit Siang, at the DAP Tanjong Anniversary Dinner held in Penang on Saturday, 6th August 1983 at 8 p.m.

DAP calls on the 15 Chinese National Organisations and Tung/ Chiau Chung to convene another national Cultural Congress following the rejection of their Cultural Memorandum adopted in Penang in March 1983, and to decide on steps to oppose a ‘one language, one culture’ policy.

In March this year, the Malaysian Chinese Cultural Congress was held in Penang which adopted a Cultural Memorandum endorsed by 15 Chinese National Organisations and Tung/ Chiau Chung to urge the Barisan Nasional Government to adopt a multi- cultural policy based on the integration of the various cultures in the country, and for the rejection of the policy of the assimilation of other cultures as advocated by the 1971 National Cultural Congress.
