DAP calls on all nations with citizens on the South Korean jumbo jet shot down by the Russians to regard the heinous crime of unprecedented barbarity as an act of hostility against them, and to review their diplomatic relations with Soviet Union as well as to form an international action committee to demand appropriate repatatory action.

The Soviet shooting of a civilian Korean Air Lines jumbo jet with 269 people on board is a most heinous crime of unprecedented barbarity, and must be condemned by the international community with one voice to protect the sanctity of lives in international travel. Recently, more and more important Malaysian new and developments are only to be read in the foreign press. If this trend continues, the local press will suffer not only a great credibility gap among its readers, it would also lead to a press situation in Malaysia which is diametrically opposed to the liberal era for press freedom promised at the beginning of the 2M leadership in July 1981.

The latest example is in connection with press reportings about development of the Bumiputra Malaysia Finance loan scandal in Hong Kong. Utusan Malaysia today reproduced a report from the British weekly, The Economist, reporting that a top Bank Negara official, Mohamed Bashir Ahmad, who is also the husband of the Minister for Public Enterprises, Datin Paduka Rafidah Aziz, would be appointed as Chairman of BMF. The Economist also reported that Mohamed Bashir was originally to take over as BMF chairman in early August but this was postponed because of the murder of Jalil Ibrahim on July 18. DAP calls on IGP to direct to all police investigations into complaints against police brutality and atrocities should be completed within one month to gain public confidence that the police would be objective arid impartial in cases.

At the recently—concluded Parliamentary meeting, I had tabled an oral question to ask the Deputy Prime Minister and Minister of Home Affairs, Datuk Musa Hitam, the result of police investigations into the police shooting incident in Batu Pahat on 15th May 1983 where a fisherman, Gan Kim Guan, 19, was killed when on a motor—cycle carrying a pillion at about 3.50 a.m. after a night’s vigil at a funeral parlour for a friend’s father who passed away. Anwar Ibrahim’s Senate statement yesterday should banish whatever doubts the 15 Chinese national organisations and Tung/Chiau Chung should have that the Penang Cultural Memorandum has been rejected by the Ministry of Culture, and should spur them into action to reaffirm support for the Memorandum.

On July 29 in Parliament, the Minister of Culture, Youth and Sports, Anwar Ibrahim, made an important statement in reply to questions by DAP Members of Parliament, making clear, without stating directly, that the Ministry of Culture, Youth and Sports rejected the Penang Cultural Memorandum of the 15 Chinese national organisations and Tung/Chiau Chung adopted in Penang at the Malaysian Chinese Cultural Congress on March 27.
