Datuk Dr. Neo Yee Pan should explain why MCA wants the political per of the Malaysian Chinese, which is already grossly under-represented, to be further diluted in the 1980s and 1990s

The MCA had claimed, especially after the April 1982 General Elections, that it is the only political party which could speak for the Ma1aysia Chinese. In fact, many MCA leaders had gone the country urging Malaysian Chinese to support the MCA to the extent that ‘Chinese is MCA, and MCA is Chinese’ in the way that ‘Malay is UMNO, and UMNO is Malay’. Speech by Parliamentary Opposition Leader, DAP Secretary – General and MP for Kota Melaka, Lim Kit Siang, at the DAP Tanjong Anniversary Dinner held in Penang on Saturday, 6th August 1983 at 8 p.m.

DAP calls on the 15 Chinese National Organisations and Tung/ Chiau Chung to convene another national Cultural Congress following the rejection of their Cultural Memorandum adopted in Penang in March 1983, and to decide on steps to oppose a ‘one language, one culture’ policy.

In March this year, the Malaysian Chinese Cultural Congress was held in Penang which adopted a Cultural Memorandum endorsed by 15 Chinese National Organisations and Tung/ Chiau Chung to urge the Barisan Nasional Government to adopt a multi- cultural policy based on the integration of the various cultures in the country, and for the rejection of the policy of the assimilation of other cultures as advocated by the 1971 National Cultural Congress. The Wayang Kulit debate

The 1983 Constitution (Amendment) Bill proposed various amendments including increase of parliamentary constituencies, to lay down the detailed process whereby a Member of Parliament convicted of a criminal offence would lose his qualifications to be a Member of the House, provisions with regard to the Deputy Chairman and Members of the various Service Commissions, and amendments proposed to Article 66 and 150.

I have been following the Parliamentary debate these two days on the Bill, as I wanted to know the views and stand of the Barisan MPs, in particular the UMNO MPs, and I find this debate most extraordinary. We seem to be staging a Wayang Kulit, where we see the shadows but not the substance, as nobody seems to be brave enough to deal with the real substance of the amendments.
