In response to Mr. Loot Ting Yu’s suggestion that the DAP should seek to consult as widely as possible political parties and organizations on the fundamental question of Clause 21(2) of the Education Act 1961 which concern the whole future of survival or death of Chinese and Tamil primary schools, I have decided to invite political parties and organizations concerned about the existence of Clause 21(2) of the 1961 Education Act to a tea party in Kuala Lumpur on Sunday, 20th July 1980, to discuss measures to stamp out completely extremist calls for the closure of Chinese and Tamil primary schools. Employment (Amendment) Ordinance

(Speech by Parliamentary Opposition Leader, DAP Secretary-General and Member of Parliament for Petaling, Lim Kit Siang, in the Dewan Rakyat on Friday, 20th June 1980, on the Employment Ordinance (Amendment) Bill 1980)

The Deputy Minister for Labour, Dato K. Pathmanaban, said when moving the second reading of the Employment Ordinance (Amendment) Bill 1980 yesterday that the amendments proposed in this Bill are “progressive advances in labour standards and social legislation” in Malaysia.

His self-praise is rather extravagant and unrelated to the facts. Although I concede, and welcome, several improvements in the Employment Ordinance provision, like the proposal to include bonus as part of ‘wages’, the extension of period of notice of termination of service, triple pay for overtime on rest days increase of paid public holidays from 7 days to 10 days in a year, increase of paid sick leave for another four days for those with two years service, to five years service, another eight days with more than five years service; increase in paid annual leave, etc., they are rather nominal and in many cases, had not even measured up to the demands we in the DAP had in the past made inside and outside the House. Repeal of Clause 21(2) of the Education Act 1961 a clear test of Government’s sincerity in accepting Chinese and Tamil primary schools as an integral and eternal part of the national education system

Party to concentrate on Votes’ Registration Campaign

Party to concentrate on Votes’ Registration Campaign

I understand that the voters’ registration campaign will be held in August this year. In my view, this campaign is of crucial importance as it will determine to a large extent whether we succeed in making the next general elections our most glorious milestone to date.

For all practical purposes, we should consider that we have only two years left to register eligible voters, namely, 1980 and 1981, before the next general elections. Continue reading Party to concentrate on Votes’ Registration Campaign

Increase for MPs and Ministers excessively steep, and not accompanied by increase in effectiveness and efficiency for MPs

(Speech by Parliamentary Opposition Leader, DAP Secretary-General and MP for Petaling, Lim Kit Siang, in the Dewan Rakyat on Wednesday, 18th June 1980 on the Members of Parliament (Remuneration) Bill 1980)

Last month, the Government announced salary increases for the 750,000 government employees, which would add an additional salary bill of some $600 million. The salary increases for government employees was so unfavourably received because of the disproportionately big increases for those in the upper and top government grades as compared to those, in very much bigger numbers, in the middle and lower grades.

I understand that the increases for government employees range from 14 to 28%, with those in the top scales getting the biggest jumps. Continue reading Increase for MPs and Ministers excessively steep, and not accompanied by increase in effectiveness and efficiency for MPs
