Ketua Pembangkang writes to Speaker to lodge official complaint of breach of privilege by Deputy Law Minister, Rais Yatim, who threatened to take action against me for carrying out my duties as a Member of Parliament during the debate on the motion to repeal Essential (Security Cases) Regulations 1975

I have written to the speaker of the Dewan Rakyat, Tan Sri Nik Kamil. to complain of a breach of privilege by the Deputy Minister of Law, Rais Yatim, who uttered threats to take action against me, including arrest, if i continued to say what I have said in the Dewan Rakyat on my motoin to repeal the Essential (Security Cases) Regulations 1975.

I wish to start my talk tonight by first discussing the present political crisis in Kelantan, not only because it is the hottest political topic of the day, but because of the light it throes on the political and democratic process in the country. Statement by parliamentary Opposition Leader and DAP Secretary-General, Lim Kit Siang, at a Press Conference held at 63-D Jalan Sultan, Kuala Lumpur, on Wednesday, 2nd Nov. 1977 at 12 noon, on the occasion of the first full year of the detention of Sdr. Chian Heng Kai and Sdr. Chan Kok Kit, and the publication of a Book on their Detention.

1978 an election budget which gives out sweets to well-off, but which the poor will have to pay for after elections

Everyone had expected an election budget, and true to expectations, the 1978 Budget that was presented last Friday was an election Budget. The trouble with an election budget, which gives out sweets, is that after elections, not only are the sweets taken away, but even more bitter pills are administered to pay for the pre-election sweets. Everyone had expected an election budget, and true to expectations, the 1978 Budget that was presented last Friday was an election Budget. The trouble with an election budget, which gives out sweets, is that after elections, not only are the sweets taken away, but even more bitter pills are administered to pay for the pre-election sweets.

A closer study of the 1978 Budget shows that the sweets are given to the well-off and not to the poor, but which the poor will have to pay for after the elections. Import duties for jewelry , diamonds gold and precious stones are slashed by 10%, and on top of it, the sales tax on these items are further slashed from 10% to 5%. These election sweets are not for the poor, but for the rich.

The announcement of increased bus and taxi fares in Peninsular Malaysia with effect from Oct. 1 made by the Minister of Power and Utilities, Dato Ganie Gilong, is a ‘shocker’.

Dato Ganie Gilong has clearly given in to the pressure of bus companies for increased fares in disregard of the interests of the commuters. The Kelantan political crisis has been allowed to deteriorate for far too long. The best solution is the dissolution of the Kelantan State Assembly to give the people – the final judges in a democratic system – to decide who is to form the new government.

I call on PAS and UMNO to agree to the dissolution of the Kelantan State Government to solve the political crisis in Kelantan. DAP calls for the establishment of a Human Rights Commission in Malaysia to receive and consider complaints about violation of human rights and to make findings

I regret that the Minister of Foreign Affairs and Barisan Nasional members who spoke have made it very clear that they would oppose this motion calling for the ratification of the International Covenant on Political and Civil Rights 1966.

The reasons that have been given by the Minister if Foreign Affairs, Tunku Rithaudeen, and the five other Barisan Nasional MPs who spoke, however, is most contradictory.

On the one hand, there are those like Tengku Rithaudeen, the Minister of Foreign Affairs, who claimed that the human tights contained in the 1966 International Covenant of Political and Civil Rights are already respected in Malaysia, and there is therefore no need to ratify the Covenant.
