International Covenant of Civil and Political Rights 1966

On 16 December 1966, the United Nations General Assembly, by 106 votes to none adopted the International Covenant of Civil and Political Rights 1966 under which each State Party undertakes to respect and to ensure to all individuals within it’s territory and subject to it’s jurisdiction the rights recognized in the Covenant without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.

Among the rights recognized in the Covenant are the right of all peoples to self-determination; the equal right of men and women to the enjoyment of civil and political rights; the right to life; protection from torture and from cruelty; inhuman or degrading treatment or punishment; protection from slavery; the right to liberty and security of person; the right, when deprived of liberty, to be treated with humanity and with respect for the inherent dignity of the human person; the right to liberty of movement within the territory of a State; the right to freedom of thought, conscience and religion; the right to hold opinions without interference; the right of peaceful assembly; the right to freedom of association; the right to protection of the family and children and the right for the protection of minorities. In reply to my question in Parliament yesterday about the Tsun Jin S hool (II) affair the Deputy Prime Minister and Minister of Education, Dr. Mahathir Mohamed, said it is the policy of the Barisan Nasional Government not to allow new Chinese primary schools or schools which the Minister of Education consider as new schools to have Boards of Management. Why NBI must be an independent agency

I rise to seek leave of the House to introduce a private member’s bill to amend the National Bureau of Investigation Act 1973 to establish the NBO as a fully independent agency answerable only to Parliament to free it from political or Ministerial  influence and interference so that it could effectively combat corruption, especially corruption in high political places.

When the NBI was first established it was put directly under the Prime Minister’s Office, presumably to convey t the people the impression that the NBI’s work will have the support of the Prime Minister himself. But from the Prime Minister’s Office the NBI was transferred t the Attorney-General’s Department, which marked a downgrading in importance of the NBI in government circles. Repeal of the 1975 Essential (Security Cases) Regulations a must to restore the self-respect of the legal community and redeem the international reputation of Malaysia as a civilized nation

I rise to move the following motion:

“That this House, TAKING NOTE of the national and international revulsion at the recent case of the mandatory death sentence passed on a 14-year-old Penang Form One boy for unlawful possession of a pistol and ammunition under the Essential (Security Cases) Amendment Regulations 1975 and the Internal Security Act, RESOLVES that the Government should immediately repeal the Essential (Security Cases) Regulations 1975 and the Amendment Regulations 1975 and that the Government should consult Opposition Parties and the Bar Council in the country should the Government consider that new Regulations should be enacted in their place.”

Concern at curfew at Kota Bharu

The DAP is deeply concerned at the incidents in Kota Bharu yesterday and the imposition of the curfew in the Kelantan state capital.
