In aceolance with standing Order No. 26, I hereby give of motion for the forthcoming session of the Dewan Rakyat which reads;

“That this House, considering the desirability of protecting individuals and the humble citizen from bureaucratic injustices and insensitivities to their right, hereby resolves that a Parliamentary Commissioner for Administration shall be appointed in Malaysia whose principal function shall be any investigate complaints referred to him by any Member of Parliament concerning injustices sustained by any person or body of persons in consequence of maladministration by any government department or organization supported by public funds.”

Selayang By- election: some conclusions

The Selayang parliamentary by-election on June 14 confirmed several political facts in Malaysia. Some of these are:

(i) The MCA’s dependence on the UMNO for success of its candidates. It was amusing to see the MCA President, Dato Lee San Choon, for he was nomination day that 50% of the voters in Selayang are Chinese, from he was trying to claim that MCA on its own steam could get its own candidates elected. The Straits Times, which is more Barisan Nasioal, however, said after the by-election that a MCA woman candidate has been elected by a Malay-majority constituted. DAP calls for the launching of a nation-wide Signature Campaign in endorsement of Thung Chun Siew Chun Memorandum on Chinese Education in repudiation of the MCA Memorandum

The break between the MCA from the Thung Chun Siew and the 3400 organisations’ representatives of the Chinese in Malaysia and the MCA leadership’s refusal to heed, respect and represent the hopes and aspirations of Malaysian Chinese on the question of Chinese education is inevitable.

History has again shown that the MCA’s top leadership, irrespective of who they are, are incapable of breaking away from its past character and respond wholly to the legitimate and widespread hopes and wishes of the people and fight for the realization of what is just and right, regardless of their individual fortune. Twenty- one months ago, on August 22, 1973, I called a press conference in this office to make public the unusually high number of deaths in the Malacca Hospital during the period July 21 to August 20 because of the breakdown of the hospital’s autoclave sterilisation plant causing blood poisoning and deaths of patients. DAP lawyers instructed to take legal proceedings to stay or restrain the Elections Commission from holding Menglembu parliamentary by-election

The writ of election issued by the Election Commission for the holding of a Menglembu Parliamentary by-election is improper, illegal, unconstitutional and unparliamentary.

Although Sdr. Fan Yew Tong has been convicted of a sedition charge in the High Court, he has given notice of appeal to the Federal Court, from where there is a further avenue of appeal to the Privy Council. DAP calls on Minister of Labour, Lee San Choon, to set up a unit to find jobs for Malaysians who have resigned from Singapore Police and Armed forces and returned to Malaysia

I have come across large numbers of Malaysian youths who had resigned from their jobs in the Singapore Police or armed forces and returned to Malaysia, but who have continued to be unemployed for over a year, and in some cases, for over two years.

These Malaysian youths, who are mostly in their twenties, had a secure job in the Singapore Police Force or the armed forces. However, in 1972 and 1973, the Malaysian government said that Malaysians serving in the police or armed forces of foreign countries are not loyal to the country, and their citizenships may be withdrawn. The DAP condemns the arrest under the Internal Security Act of Abdul Rasak Ahmad, Chairman of the Johore PSRM

Statement issued by Sdr. Lim Kit Siang, DAP Secretary General and MP for Kota Melaka in Melaka to-day:

The DAP condemns the arrest under the Internal Security Act of Abdul Rasak Ahmad, Chairman of the Johore PSRM.

The DAP opposes the use of arbitrary powers of arrest without trial against critics and opponents of the government and is deeply concerned at the growing trend of repression through the massive use of the Internal Security Act as evidenced by mass arrests recently.

The DAP is prepared to work with other political parties and all civil rights organisations on the common question of opposing arrests under the Internal Security Act so as to ensure that there is a more meaningful democratic system in Malaysia.

Sdr. Fan Yew Tang, M.P. for Menglembu and State Assemblyman for Petaling Jaya, was found guilty of sedition charge in High Court yesterday, and has given notice of appeal. The DAP Central Working Committee will hold an emergency meeting in Seremban on Thursday to discuss the matter.

1974 also saw the establishment of diplomatic relations between Malaysia and the People’s Republic of China, a goal advocated by the DAP since our formation in 1966. It is our hope that with the exchange of ambassadors between Malaysia and the People’s Republic of China, the Malaysian Government would immediate act to resolve the problem of stateless of 300,000 persons of Chinese origin in Malaysia, and confer citizenship to all those with the requisite citizenship qualifications.

DAP want Municipal rates increases removed

The National Front Government must prove that it is on the ride of the poor, and not the agents of the rich. The Malacca Municipality’s unjustified increase of garbage and conservancy rates by some 100% is another example of its failure to understand the hardships of the poor, especially at this time of unending inflation. Indeed, if the Municipality cannot help the poor to lessen their economic burdens, the least they expect of the Municipality is that it would not increase their hardships.

The Malacca Municipality should not ignore the pleas and hardships of the people of Malacca and should without any more delay withdraw the increases in Municipal rates.
