Athi Nahappan Report on Local Authorities

The DAP welcomes the recommendation of the Athi Nahappan Report for the continuation of the system of elected local government in Malaysia.

We regret that the Government, despite its knowledge of the Athi Nahappan Report recommendation since December 1968, should decide to flagrantly disregard the Report’s recommendation and set its mind on abolishing elected Municipal, town and local councils. Lowering of Voting Age from 21 to 18

Early this year, Parliament passed a law, ‘The Age of Majority Act’, reducing the legal Age from 21 to 18 years. If young men or girls of 18 years are to treated for serious civil purposes as mature people and be able to own property, to enter into contractual obligations and rights, then the case is strengthened that they should have the vote as well. People ought to have the right to vote and to have a say about the way in which their lives are governed and in which the country is being run – at the age at which society expects them to assume adult social responsibilities. When there is war or national emergency the young men of 18 are conscripted to service and many serve without conscription. It is clearly a strong argument that if you can expect a young man of 18 to die in the defence of the country, then he should be given the right to help decide in the shaping of the country for which he is being asked to die. The problem of contract labour in Malaysia has become so acute that is has forced the Minister of Labour to recently to take cognizance of it, and to state his concern over a tendency among some employers to replace permanent workers with contract labour under the guise of reorganisation of work-force and cutting costs. Recognition of Nanyang and Formosan University degrees and qualifications by government

Malaysia suffers from an acute shortage of qualified manpower. We are short of teachers, doctors, engineers, agricultural specialists, technicians and administrators.

The First Malaysia Plan in 1965 gave some interesting data. It said that in 1965, 30 per cent of jobs in the private sector which require more than a secondary education are either vacant or filled by non-Malaysians as no qualified Malaysians are available to fill them. In the public services, recruitment succeeded in filling only 70% of the 3,500 vacancies in government departments. DAP calls on Government to liberalise trade with China

I call on the Malaysian Government to liberalise trade with China so that the trade will benefit the large masses of the people, and not the monopoly of a handful of people, who will be able to make great wealth at the cost of the people and country.
