Anwar Ibrahim’s Senate statement yesterday should banish whatever doubts the 15 Chinese national organisations and Tung/Chiau Chung should have that the Penang Cultural Memorandum has been rejected by the Ministry of Culture, and should spur them into action to reaffirm support for the Memorandum.

On July 29 in Parliament, the Minister of Culture, Youth and Sports, Anwar Ibrahim, made an important statement in reply to questions by DAP Members of Parliament, making clear, without stating directly, that the Ministry of Culture, Youth and Sports rejected the Penang Cultural Memorandum of the 15 Chinese national organisations and Tung/Chiau Chung adopted in Penang at the Malaysian Chinese Cultural Congress on March 27. Speech by Parliamentary Opposition Leader, DAP Secretary – General and MP for Kota Melaka, Lim Kit Siang, at the DAP Tanjong Anniversary Dinner held in Penang on Saturday, 6th August 1983 at 8 p.m.

DAP calls on the 15 Chinese National Organisations and Tung/ Chiau Chung to convene another national Cultural Congress following the rejection of their Cultural Memorandum adopted in Penang in March 1983, and to decide on steps to oppose a ‘one language, one culture’ policy.

In March this year, the Malaysian Chinese Cultural Congress was held in Penang which adopted a Cultural Memorandum endorsed by 15 Chinese National Organisations and Tung/ Chiau Chung to urge the Barisan Nasional Government to adopt a multi- cultural policy based on the integration of the various cultures in the country, and for the rejection of the policy of the assimilation of other cultures as advocated by the 1971 National Cultural Congress. After the MCA’s April 1982 General Elections ‘breakthrough’ and ‘great victory’, Malaysian Chinese found that their constitutional rights and interests came under sustained attack on a whole variety of directions. The MCA, despite its great and unprecedented general elections victory at the expense of the DAP, was not only unable to regain the rights lost from 1957 to 1982, instead since April 1982, even more rights and interests of the Malaysian Chinese faced erosion. Call on MCA Central Executive Committee to declare its stand on Datuk Harun Idris’ proposal for Constitutional amendment that the country’s Prime Minister must always be a Muslim Malay.

The MCA had claimed a great breakthrough for Chinese political rights as a result of its resounding 1982 general elections results. The people had expected the MCA to deliver the goods of such political breakthrough in terms of the restoration of the lost political, economic, educational, social and cultural rights over since Merdeka in 1977. However, instead of the restoration of the lost rights, the last 12 months have seen even more remaining rights being taken away. There has recently been considerable soul-searching among the Malaysian Chinese about their place and future in Malaysia. Some, particularly the professionals like doctors, have despaired, sold their practice uprooted their families and emigrated. The overwhelming majority, however, cannot and would not emigrate. They have either to secure their rightful and honourable place in Malaysia by exercising their rights and accepting their responsibilities as Malaysian citizens, or be treated as being less than equal. Call on Malaysians who are concerned about the preservation of Chinese and Tamil primary schools as guaranteed by the Constitution should get themselves registered as voters from August 25 onwards

The Voters’ Registration exercise this year will begin on August 25 and will last for 42 days. During the previous general elections, substantial numbers of Malaysian youths found that although they wanted to vote for the DAP, they could not cast their ballot because they have not been registered as voters.
