DAP proposes the formation of a National Action Committee to defend the constitutional position of Chinese and Tamil primary schools comprising representatives from organizations concerned and committed to the concept that Chinese and Tamil primary schools should be an integral and eternal part of the national education system

This tea party had been organized for representatives of political parties and organizations which had all along expressed concern and commitment to the concept that Chinese and Tamil primary schools should be an integral and eternal part of the national education system to discuss and find ways to put an immediate and effective step to the recent growing strident demands for the closure of Chinese and Tamil primary schools, and to work out concrete steps to defend the constitutional position of Chinese and Tamil primary schools in accordance with the Constitutional guarantees in the country. Kuppusamy, have lodged police reports against the UMNO Youth leader, Haji Suhaimi Kamarrudin, and an UMNO Kelantan Delegate, Haji Jalani Jafaar, for offences against the Sedition Act 1948 as revised in 1970 in calling for the implementation of Clause 21(2) of the Education Act 1961 and the closure of Chinese and Tamil primary schools. In response to Mr. Loot Ting Yu’s suggestion that the DAP should seek to consult as widely as possible political parties and organizations on the fundamental question of Clause 21(2) of the Education Act 1961 which concern the whole future of survival or death of Chinese and Tamil primary schools, I have decided to invite political parties and organizations concerned about the existence of Clause 21(2) of the 1961 Education Act to a tea party in Kuala Lumpur on Sunday, 20th July 1980, to discuss measures to stamp out completely extremist calls for the closure of Chinese and Tamil primary schools. Speech by Parliamentary Opposition Leader, DAP Secretary-General and Member of Parliament, Lim Kit Siang, when speaking to the DAP Chinese Education Committee meeting held in Kuala Lumpur on Wednesday, 1st August 1979 at 6 p.m.

DAP proposes the convening of a national educational convention to discuss ways and means to raise the standards of Chinese primary schools, and also to protect the character of Chinese primary schools from being converted.

Chinese primary schools, which have been swarmed with an unprecedented increase in enrolment demonstrating the desire of Malaysia Chinese to have their children receive mother-tongue education as guaranteed in the Malaysian Constitution, must aim at the ever raising of educational standards in Chinese primary schools and in the expansion of school buildings and classrooms. When I spoke in Parliament in the Royal Address debate on 13.10.1978, I draw the attention of the Minister for Law and Attorney – General, Datuk Hamzah and the Minister of Home Affairs, Tan Sri Ghazalie Shafie, to the speech which the MP for Kinabalu, Mark Koding, made in Parliament, calling for the closure of Chinese and Tamil primary schools, the banning of other languages on signboards, and the amendment of Article 152 of the Constitution to allow such measures to be taken.
