DAP calls for a policy of at least one university in the each State to solve the triple problem of higher education demand of Malaysians, the $5.8 billion Balance of Payments deficit and racial polarisation in Malaysia.

A week ago, the Finance Minister Tengku Razaleigh, called for a national campaign to get every Malaysian to play a part in helping reduce the country’s balance of payments deficit, estimated this year to total $4.8 billion. In justifying the 70 million people new population policy of the government as announced in the mid-term review of the Fourth Malaysia Plan, the Minister of Information, Datuk Seri Adib Adam, said that the nation’s most important asset is its people and its natural resources.

Following the complaint in the News Straits Times Actionline of 31.5.1984 that a non-Malay Std. Four pupil in a school in Jalan Peel, Kuala Lumpur, had been forced to learn Jawi, and the comment by the Deputy Director of Education in FT, Zainal Abidin Haji Bahaudin that Jawi was now a compulsory subject for all pupils as it is part of Bahasa Malaysia subject, the Deputy Education Minister, Dr. Tan Tiong Hong and the Director-General of Education, Tan Sri Murad Mohd. On 26th Feb.1984, when opening the Penang DAP State Seminar on Malaysian Culture, I stated for the first time that there was proposal, in conformity with the ‘One Language, One Culture’ policy proclaimed after the Barisan Nasional’s April 1982 general elections victory, to make Jawi a compulsory subject for all pupils, including Chinese and Tamil primary schools. BMF Scandal- ‘Let the chips fall where they should’

The Finance Minister’s 1984 Budget would probably go down in Malaysian history as the Budget which commanded the shortest span of public attention. It is not even a nine-day wonder, for after one’s day’s publicity, the Malaysian public returned to the greater preoccupation about the $2,500 million loans scandal of Bumiputra Malaysia Finance in Hong Kong, the biggest banking and financial scandal in the history of Malaysia since Merdeka.

I believe I am not the only one to be very disappointed by the failure of the Finance Minister. Tengku Razaleigh, to take the opportunity of the 1984 Budget presentation to make disclosures, either through his orang presentation or by way of an appendix to the Treasury report 1983/84, about the BMF scandal in Hong Kong in view of the colossal sum of public funds involved.
