In the Ungku Omar memorial lecture on ‘Education and development’ at the Universiti Kebangsaan Malaysia (UKM) last weekend, the University of Malaya Vice Chancellor Royal Prof. Ungku Aziz said an increase in the number of universities in the country will lead to a decline in academic standards, and advocated that it was better to have a few universities which emphasized on quality in education. The announcement by the Prime Minister, Datuk Seri Dr. Mahathir Mohamed, that the government would go ahead with the construction of the radioactive waste dumping ground in Papan, Perak, is most shocking, especially as the people of Papan and the surrounding regions have made clear their opposition to the project on the grounds of health and welfare of the people in the region, as well as for future generations. Call on the Government to treble the intake of non-buniputra students for medical places for next year’s academic year.

Throughout the country hospital, the government faces an acute shortage of doctor and in particular, specialists. Every year, Malaysia has to recruit doctors from Indonesia, India and Bangladesh, countries which need doctors even more than Malaysia, to help fill some of the vacancies in Malaysia hospitals. Meritocracy has been a much-abused word in Malaysia recently. Those who insist on merit are accused of having ulterior motive to perpetuate long-standing injustices and imbalances in education and economic fields, for instance. I move:

“That this House TAKES NOTE of the recent report of a Committee of the Malayan Medical Association Council under the Chairmanship of Dr.M.K.Rajakumar on ‘the Future of the Health Services in Malaysia’ and RESOLVES that a Royal Commission of Inquiry be established to study, and make recommendation for the realization of, the health needs of Malaysians for the next two decades.”
