Call on the Prime Minister, Dr Mahathir Mohamed, to resolve the ministerial conflicts between Datuk Samy Vallu and Datuk Rais Yatim over the Selancar Empat Scandal

Speech by Parliamentary Opposition Leader, DAP Secretary – General, Lim Kit Siang, when opening the Johor DAP State Ordinary Convention on Sunday, 17th July 1993 at 10.00 a.m. at Scudai, Johor.

Call on the Prime Minister, Dr Mahathir Mohamed, to resolve the ministerial conflicts between Datuk Samy Vallu and Datuk Rais Yatim over the Selancar Empat Scandal.

It is most shocking to read the comments of the Minister of Land and Regional Development, Datuk Rais Yatim, on the Selancar Empat scandal when he said that his ministry was inclined to accept the version of the Pahang CPO, SAC Mohamed Noor Khamis, that police investigations showed that there has been no criminal offences comitted and allegations of wrongful confinement, illegal detention, forced labour and criminal assault of workers at Selancar Empat were untrue. Datuk Rais also said that his ministry was inclined to accept the police investigations rather than other reports including those in the press of the situation in Selancar Empat. The 1983 May Day is probably the most important Labour Day since its official recognition as a public holiday in honour of the contribution of Malaysian workers to national development and progress. This is because the powers-that-be now seek to restructure the labour movement which would have far-reaching consequences for the role and place of labour in Malaysia in the coming decades. Perak Hydro Workers

On 1st October 1982, the National Electricity Board took over the electricity supplies to the Perak areas from the Perak Hydro Electric Power Company and its subsidiary Kinta electrical Distribution Co.

Perak hydro served about 350 tin mining and industrial consumers and 368 bulk supply points to Kinta Distribution at various towns and village. Kinta distribution serves 102,147 consumers of which 88,362 were domestic, 12,595 commercial, 955 industrial and 235 public lighting.

Employment (Amendment) Ordinance

The Deputy Minister for Labour, Dato K. Pathmanaban, said when moving the second reading of the Employment Ordinance (Amendment) Bill 1980 yesterday that the amendments proposed in this Bill are “progressive advances in labour standards and social legislation” in Malaysia.

His self-praise is rather extravagant and unrelated to the facts. Although I concede, and welcome, several improvements in the Employment Ordinance provision, like the proposal to include bonus as part of ‘wages’, the extension of period of notice of termination of service, triple pay for overtime on rest days increase of paid public holidays from 7 days to 10 days in a year, increase of paid sick leave for another four days for those with two years service, to five years service, another eight days with more than five years service; increase in paid annual leave, etc., they are rather nominal and in many cases, had not even measured up to the demands we in the DAP had in the past made inside and outside the House. Industrial Relations (Amendment) Bill 1981

What is most offensive about the amendments to the Trade Union Ordinance and the Industrial Relations Act is the way the Government went about amending these labour laws.

As these labour laws intimately affect workers and trade unions a government which respects trade unions and workers’ role in national development would have fully and intimately involved trade unions in every stage of the review of the labour laws. Over five years ago, on 18th June 1974, the Industrial Court handed down an award involving claims by 230 workers of the Malayan Pineapple Company Sendirian Bhd. in Klang for retrenchment benefits on their termination of services by the company. on 16th November 1973. The MAS-AEU industrial confrontation

The prolonged and unresolved dispute between Malaysian Airlines System (MAS) and the Airlines Employees’ Union (AEU) together with the events damage to Malaysia’s economy and accompanying it, have caused great international image.
