MCA leaders and publicists are wont to ask as to what the DAP could do as an opposition party. One answer was given in the Dewan Rakyat yesterday, where the MCA President and the Transport Minister, Datuk Seri. Dr. Ling Liong Sik, was forced by DAP criticisms that is the worst Cabinet Minister who has played ‘the most truant from his Parliamentary duties to finally make his first appearance during Parliamentary question time in his history as Transport Minister. October 17 should be the last date for the dissolution of Parliament if general elections are to be held this year.

This is why the DAP has sent out a ‘full alert’ to all DAP State Committees and Branches to be fully prepared for general elections to be held from 22nd October to 13th November this year. A critical indicator would be the UMNO Suspreme Council meeting on October 12. According to the parliamentary time-table, the next Dewan Rakyat meeting will be from October 17 to Dec. 20 for 38 days. This will be the budget meeting where 28 days will be set aside for the 1995 budget debate and ten days for the various new bills. The finding of the Ampang Jaya Municipal Council Inquiry Committee on principal parties and contributory parties for the Highland Towers Collapse Disaster is at variance with the detailed findings of its Technical Committee which identified the developer, the draughtsman, engineer, neighbouring property owners and the local authorities as equally liable for the tragedy.

Members of Parliament must have received a shock when they entered the Dewan Rakyat today, for they had expected the Judges Rumeneration Amendment Bill to the first item of business as laid down in the Order Paper when the House adjourned last Thursday.
