The Penang Chief Minister, Dr.Koh Tsu Koon. And the Penang State Gerakan have not been able to give a single good reason why the State Government should not accept my proposal that the Penang State Assembly set a new tradition in the appointment of Senators-not only for Penang but for the whole of Malaysia. Ever since the signing of the memorandum of understanding by the Penang Chief Minister, Dr. Lim Chong Eu and Bukit Pinang Leisure Sdn Bhd on Sept 1 for the $460 million Penang Hill Resort project, both the Gerakan State Governmnet and the Penang Hill Resort developer have not been able to answer the many concerns and objections raised by the people of Penang about the massive environmental and ecological damages of the project. I have received a letter dayed 20th September 1990 from the Penang Chief Minister, Dr. Lim Chong Eu, informing me that the Penang State Government will not convene an emergency meeting of the Penang State Assembly to deal with the Ooi Ean Kwong scandal, where the Penang Speaker violated the Penang Constitution by being involved in business. A week had passed since I challenged the Penang Speaker, Datuk Ooi Ean Kwong, to deny that he had operated hundreds of cheques for the Sun Lee & Co during the 27 months he was barred from business from December 1986 to March 1989.
