Speech by Parliamentary Opposition Leader, DAP Secretary – General and MP for Kota Melaka, Lim Kit Siang, at the DAP Tanjong Anniversary Dinner held in Penang on Saturday, 6th August 1983 at 8 p.m.

DAP calls on the 15 Chinese National Organisations and Tung/ Chiau Chung to convene another national Cultural Congress following the rejection of their Cultural Memorandum adopted in Penang in March 1983, and to decide on steps to oppose a ‘one language, one culture’ policy.

In March this year, the Malaysian Chinese Cultural Congress was held in Penang which adopted a Cultural Memorandum endorsed by 15 Chinese National Organisations and Tung/ Chiau Chung to urge the Barisan Nasional Government to adopt a multi- cultural policy based on the integration of the various cultures in the country, and for the rejection of the policy of the assimilation of other cultures as advocated by the 1971 National Cultural Congress. After meeting officials of the Thean Teik Estate residents’ association in Penang yesterday, the Penang Chief Minister, Dr. Lim Chong Eu said that he might intervene in the dispute between the residents and the developers, and that he would give them a reply next week on whether he could intervene. DAP CEC has not commissioned or authorised anyone to ‘mediate’ or ‘settle the matter of the expulsion of the Gang of Three in Penang as there is nothing to mediate or settle with regard to flagrant and systematic flouting of party discipline.

The lifting of the suspension of the Bagan Ajam and Telok Bahang Branch, following that of Bukit Mertajam and Paya Terubong Branches, mark yet another step in the restoration of party discipline and cohesive in Penang, to rebuild the DAP into an effective and powerful political force in the state. 1. Need for a strong consumer movement, which is not a department of the Ministry of Trade and Industry

If profiteering, hoarding and speculation, some of the main causes of inflation, are to be brought under check, a strong and effective consumer movement is necessary.

For such an effective consumer movement to develop in Malaysia, it must have firstly, ample funds to finance its programme of activities; and secondly, complete independence from control or influence from any pressure group or government. It should not become a department of the government, for then it would be impotent and ineffective.
