The Sabah general elections is a great day for parliamentary democracy for Malaysia. The virtually total rejection of Berjaya, and in particular the personal defeats of the former Berjaya Chief Minister Datuk Harris Salleh and seven State Ministers and Six Assistant State Ministers, is a clear-cut and ambiguous proclamation by the people of Sabah of their repudiation of Berjaya politics of fear, money and corruption. The DAP congratulates Datuk Joseph Pairin Kitingan for his Tambunan by-election victory in Sabah on Saturday, when he polled 3,685 votes defeating the Berjaya candidate, Roger Ongkili, who polled a miserable 637 votes.

Datuk Harris Salleh, the Berjaya Sabah Chief Minister, should take heed of the warning of the people of Sabah in the by-election that his policies are unacceptable to the people of Sabah, and that high-handed actions and pressure could only intimidate and silence the people for a time, but not forever. I am surprised and even shocked by the ruling of the Attorney-General, Tan Sri Abu Talib Othman, that Sabah Chief Minister, Datuk Harris Salleh, had not breached the Sabah State Constitution by remaining as a director of three companies. I congratulate the new Finance Minister, Daim Zainuddin, for delivering his maiden Budget last Friday – and if I am not mistaken, it was also his maiden speech in Parliament.

Daim Zainuddin’s budget has another distinction in that it provoked a public protest and demonstration in Johore Bahru on Sunday for its being a “rich man budget”, at a period of deteriorating economy and worsening poverty arising from escalating prices of essential foodstuff and scarcity of low-cost housing. The 200-mile Exclusive Economic Zone

On 25th April 1980, the Yang di-Pertuan Agong, proclaimed a 200-nautical mile Exclusive Economic Zone from the baselines of Malaysia’s territorial waters, with

(a) Sovereign rights, for the purpose of exploring and exploiting, conserving and managing the natural resources, whether living or non-living, of the sea-bed and subsoil and the suprajacent waters, and with regard to other activities for the economic exploitation and exploration of the zone, such as the production of energy from the water currents and winds;
(b) Jurisdiction with regard to:
(i) The establishment and use of artificial islands, installations and structures;
(ii) Marine scientific research;

The press has published a clarification by the Sabah State Assembly Secretary that Datuk Harris Salleh had never said anything in the Assembly on the allegation made by the Assembly for Bongawan, Abdul Hamid Awang, of a plot between USNO and the DAP, and presumably, including the allegation that I have received 1 million from Tun Mustapha and Sdr.
