Call on Defence Ministry to explain why Tun Mustapha was allowed the use of RMAF helicopter for campaigning in the Ulu Padas parliamentary by-election in Sabah.

In the recent Ulu Padas Parliamentary by-election in Sabah which was won by PBS candidate, State Local Government and Housing Minister, Kadoh Agundong, the USNO President, Tun Mustapha, used a RMAF helicopter during the campaign in aid of the Berjaya candidate. The rejection of the PAC’s report on the 1977 Federal Government Accounts by the Dewan Rakyat yesterday is the second farce in two weeks. Barisan Nasional Ministers and MPs seem very determined to destroy all public respect, confidence and respect in Parliament by acting more and more irresponsibly. “That this House expresses regret that the full report of the Public Accounts committee of the Fifth Dewan Rakyat on the 1977 Federal Government Accounts was only tabled on 15th October 1985;

“Further Notes that the Public Accounts Committee of the Sixth Dewan Rakyat has not presented a single Report together with the minutes of the proceedings yet to the Dewan Rakyat.

“Resolves to accept the full report of the Public Accounts Committee of the Fifth Dewan Rakyat on the 1977 Federal Government Accounts; but

“Directs the Public Accounts Committee of the Sixth Dewan Rakyat to complete and table all its reports on the Federal Government Accounts from 1978 onwards to the present Dewan Rakyat, as otherwise the Public Accounts committee would have lost its purpose should its reports be ready for the Seventh Dewan Rakyat”

Call on Prime Minister to direct all Cabinet Ministers to undergo a orientation course of the Standing Orders of Dewan Rakyat so that they would not repeat the parliamentary farce on Wednesday resulting in improper two-day adjournment.

Wednesday’s Parliamentary farce, when the Dewan Rakyat was improperly adjourned till Monday, shows that senior Cabinet Ministers have very little knowledge about the Dewan Rakyat Standing Orders. Political Declaration by Chinese organisations must not have ulterior political motives or orchestrated by unseen political hands if it is not to lose its impact, meaning and purpose.

With the approach of general elections, expected to be held any time from December 1985 to April 1986, it is natural for the mushrooming of political or political-related activities whether by political or non-political organisations.
