1. DAP calls for the establishment of a permanent Commission entrusted with the twin tasks of ensuring that the Malay poor and the non-Malay National Front’s economic development plans.

In my public rally speech in Tanjong Malim on Sunday, 18th August, I challenged the National Front to set up a Commission of Inquiry to find cut whether the New Economic Policy and the Second Malaysia Plan have benefitted the rich Malays or the poor Malays in the last five years’ of operation. This Amendment Bill to the National Land Code seeks to tighten the provisions relating to unlawful occupation of State land and to provide better machinery for enforcement. On 27.5.1974, at about 4 a.m., two women tappers, Lee Lai Mai, 26, (I/C 1024622) and Wong Yue Kew @ Wong Kwai Tow (I/C 3093629) from Pasong Ulu, Kuala Kangsar, were cycling to their morning tapping when they were shot and killed by security forces at Kampong Ribai, less than a mile from their homes. Control and check against malpractices and misuse of public funds by MIDFL

This Bill authorizes the Federal Government to stand guarantor for the MIDFL in its loans from the Asian Development Bank.

Under the Second Malaysia Plan, the government is allocating $100 million to the MIDFL to give loans to industrial ventures. Now the government is further committing itself to stand guarantor to its loans from the Asian Development Bank. DAP calls on Tun Razak to issue a directive to all State Government to cancel all pleasure trips abroad for State Assemblymen

When the Prime Minister, Tun Abdul Razak, spoke to heads of Ministries and government departments at a briefing at the National Operations Room in Kuala Lumpur two days ago, he told them to ‘cut down their trips abroad and concentrate on work at home.’ He said too many senior government officials were making frequent trips abroad.

We in the DAP hope that the Prime Minister will implement his instructions. The most guilty people, however, are the Ministers, Assistant Ministers and the other top government leaders who seem to take every conceivable opportunity to go overseas at public expense to enjoy themselves. DAP Secretary-General, Mr.Lim Kit Siang, M.P. today issued the following statement:

DAP reply to the purported MCA factual account of MCA/DAP talks

Tun Tan Siew Sin’s statement yesterday and the statement by MCA Secretary-General today, purporting to give ‘a factual’ account of recent MCA/DAP meetings is a tissue of distortions, half-truths and downright falsehood.

Although I have great political differences with Tun Tan Siew Sin, I have had until yesterday some respect for him as a man of honour and uprightness.

From his denial yesterday and the account his Secretary-General has given, Tun Tan has stooped to distortions and falsehoods to try to put the MCA in the nest light possible. This is a highly contemptible action. These are very strong words, and I would not have lightly used them, particularly against a national political leader and a Minister of more than 10 years’ standing. Notice to move a motion of censure against Tun Tan Siew Sin if he imposes taxes without Parliamentary approval

Despite DAP and widespread public protests, the Finance Minister, Tun Tan Siew Sin, seems bent in his refusal to present the 1971 Ordinary Budget to Parliament for debate and approval. Tun Tan will only present his 1971 Ordinary Budget to National Operations Council on Dec. 18. where he need not justify his financial policies and new taxes to the elected representatives of the people. Rule of Reason or the Rule of Force?

The great issue that is being fought out in Malaysia today is whether the rule of reason or the rule of force is going to prevail in our country.
