I had asked for new approaches and concepts in organization to better equip the Party for the Eighties. New ideas and approaches should not be confined to Organisation, but must apply to all fields of Party activity.

In June when announcing revision of allowances for Ministers, Members of Parliament, Menteri Besar and Chief Ministers and State Assemblymen, the Finance Minister, Tengku Razaleigh said that with effect from July 1, 1980 State Executive Councilors would become full-time under the new system so that Exco members could not take part in business or professional activities. Agriculture

1. That this Convention expresses at deep concern at the ways the Government brushed aside the causes of demonstration by 10,000 paddy farmers in February this year at Alor Star, Kedah. Convention recognises that the causes of discontent and disaffection include the arrogance of administration, the complete lack of dialogues between the paddy farmers and the Government, the rising cost of rice production, the stagnant farm production, many of the farmers are landless tenant farmers who are susceptible to exploitation by the landowners, a paddy farmer today earns at least 20% less than he did five years ago. I invite, nay challenge, members and officials to come out with new ideas as to how the Party, at all levels and different fields, could be more effective in our political struggle and achieve better results.

To enable the Party to re-orient ourselves to the Challenges of the Eighties, we must apply fresh thinking to all our problems. But this must not be confined to a handful of leaders.
