Voting rights for the young

(Speech by the Parliamentary Leader, DAP Secretary-General and Member of Parliament for Petaling, Lim Kit Siang, in the Dewan Rakyat when moving a motion to introduce a private members’ bill to introduce legislation to lower the voting age from 21 years to 18 years on October 16, 1978)

I rise under Standing Orders 49 to move a motion to seek leave of the House to introduce a private member’s bill intituled the People’s Representation Act 1978 to lower the voting age from 21 years to 18 years.

At present, under Article 119 of the Malaysian Constitution, a citizen is eligible to be a voter only when he reaches 21 years of age. The Constitution was drafted 21 years ago, when there was considerable distrust of youth. Continue reading Voting rights for the young

Fellow Malaysians,

The Democratic Action Party is fighting the most difficult general elections, with all access to the people denied to us. We are fighting this elections with our hands tied behind our backs, our mouths sealed, while brave Barisan Nasional leaders are punching and kicking us all over the body, even giving Siamese kicks. They are of course fully aided and abetted by the government – controlled television and radio, and the Barisan – run newspapers like the New Straits Times and the Star. Speech by DAP Member of Parliament for Petaling, Lim Kit Siang, at the ninth anniversary dinner of the Sungei Way Khuan Loke Association in Sungei Way on Wednesday, 16th July 1978 at 8 p.m.

Call on the Government to heed the voice of the people expressed in the 1978 general elections results demanding changes in education, economic and nation building policies.

After the elections, there were rumours that the DAP was having talks about entering the Barisan Nasional and that Datuk Michael Chen was the middleman. Tonight, I sit on the same table with Datuk Michael Chen, and I do not know whether this will give rise to another new spate of rumours. Dears Voters of Sungei Besi,

I am writing this open letter to ask you to vote DAP and the DAP Parliamentary Candidate for the Sungei Besi Parliamentary Constituency.

In this 1978 General Elections, the Barisan Nasional Government has banned public rallies to prevent the DAP from explaining to you what is really happening in the country and from exposing the injustices, inequalities and wrongs committed by the ruling parties. Lim Kit Siang calls on Elections Commission to give fullest publicity that the voting hours on Polling Day ends at 6.30 p.m. and not 8p.m. as previously

From my visits with the people, I find that the people still think that the voting hours on Polling Day on July 8 end at 8 p.m., when in fact, the polling hours end at 6.30 p.m. I do not know why the Information Department did not make the fullest publicity of this shorter voting hours – unless the purpose is to let the workers be caught by surprise and to lose their right to vote. This is because workers usually return fro work in the evening, and only go to work after their work. When voting hours ended at 8 p.m., the workers would go and vote after 7p.m. if the 6.30p.m. close to voting on Polling Day is not given the fullest publicity, many workers will find that the polling had closed after they had finished work. As the workers vote for the DAP, the Barisan Nasional would not mind the workers losing their right to vote. The DAP is determined to break the Barisan Nasional monopoly of the Pahang State Assembly, and to introduce s strong Opposition group into the Pahang State Assembly in the next general elections.
