Speech by DAP Secretary-General and Member of Parliament for Kota Melaka, Lim Kit Siang, at an anniversary dinner organized by the Selangor DAP in Kuala Lumpur on Thursday, 18th Sept. 1975 at 8 p.m.

DAP calls for Rukun Tetangga to be tabled for Parliamentary approval and not enacted as an Emergency regulation.

The DAP is surprised that the Rukun Tetangga regulations were not presented to Parliament for approval, but was instead enacted as the Emergency Essential (Community Self- Reliance) Regulations 1975.

This is only the latest in the Barisan Nasional acts in by-passing and belitting the place and role of Parliament, and consequently, the meaning of Parliamentary democracy in the country. In aceolance with standing Order No. 26, I hereby give of motion for the forthcoming session of the Dewan Rakyat which reads;

“That this House, considering the desirability of protecting individuals and the humble citizen from bureaucratic injustices and insensitivities to their right, hereby resolves that a Parliamentary Commissioner for Administration shall be appointed in Malaysia whose principal function shall be any investigate complaints referred to him by any Member of Parliament concerning injustices sustained by any person or body of persons in consequence of maladministration by any government department or organization supported by public funds.”

The writ of election issued by the Election Commission for the holding of a Menglembu Parliamentary by-election is improper, illegal, unconstitutional and unparliamentary.

Although Sdr. Fan Yew Tong has been convicted of a sedition charge in the High Court, he has given notice of appeal to the Federal Court, from where there is a further avenue of appeal to the Privy Council. When the House adjourned yesterday, I was talking about the need for immediate government action to revise upwards the allowances of the parliamentary staff because of two main reason: firstly, the disparity between the allowances paid to government employers outside the Parliamentary service, and secondly, because of the increased work-load of the parliamentary staff following the increase of the number of Members of Parliament from 144 to 154. 1. DAP calls for the implementation of Clause 45(4)(b) of the Malaysian Constitution to have Senators elected by the people

By the end of this month, there will be a total of 18 vacancies in the Dewan Negara when two more Senators complete their terms. Out of the present 16 vacancies, seven Senators resigned to contest the general elections (with Datuk Wong Seng Chow and Mr. Thomas Kana failing to be elected into the Dewan Rakyat), eight others completed their terms recently while another has died. Tun Razak has formed his Cabinet, whose keynote theme is ‘action-oriented’. If this is the case, then I call on the Prime Minister to immediately convene a meeting of Parliament after the full completion of Sarawak general elections to debate the nation-building policies for the next five years. 1. DAP calls for the establishment of a permanent Commission entrusted with the twin tasks of ensuring that the Malay poor and the non-Malay National Front’s economic development plans.

In my public rally speech in Tanjong Malim on Sunday, 18th August, I challenged the National Front to set up a Commission of Inquiry to find cut whether the New Economic Policy and the Second Malaysia Plan have benefitted the rich Malays or the poor Malays in the last five years’ of operation. 1. DAP challenge to Tun Razak to set up an all-party commission to investigate and expose unethical electoral practices like using money to buy voters or even of these parties.

Tun Razak has said that the withdrawal of Pekemas, PSRM and DAP candidates from the general elections is proof that the people had lost faith in the leaders of these parties.

By his same argument, the mass exodus of members from the National Front component parties to stand as Independents in the 1974 General Elections must be even stronger proof that the people have lost faith in the leaders of National Front and Tun Razak. So if the people have lost faith in Tun Razak, the National Front and the Opposition parties, then why are we having general elections? The National Front will continue to form the next Federal Government while Tun Razak will continue as the Prime Minister. The general elections on 24th August however will decide whether Malaysia is to become a one-party state, leading to the stifling of more basic freedoms and liberties of the people, or whether there is going to be strong, coherent and effective Opposition in Parliament which can keep the government on their toes. The 1974 General Elections will be a battle between the DAP and the National Front

The 1974 General Elections will be an electoral battle between the DAP and the National Front in West Malaysia.

The DAP will contest the Federal Territory – all its five Parliamentary seats – and eight states, namely Penang, Kedah, Perak, Selangor, Pahang, Negri Sembilan, Malacca and Johore.
