Malaysian police must be trained differently where they do not fear crowds, and where in crowds controls, ‘accidental or panic shooting’ do not exist in the police dictionary

Speech by Parliamentary Opposition Leader, DAP Secretary-General and MP for Kota Melaka, Lim Kit Siang, in the Dewan Rakyat on Wednesday, 24.11.1982 on the Ministry of Home Affairs during the 1983 Budget Committee Stage debate the cut $10 from the allocations for the Malaysian police

Malaysian police must be trained differently where they do not fear crowds, and where in crowds controls, ‘accidental or panic shooting’ do not exist in the police dictionary

On 29th October 1982, a resident of Thean Teik Estate in Penang, Madam Tan Siew Lee, 33, was killed when shot in the neck by police in a scuffle between about 100 Thean Teik Estate residents and workers of the developers of Thean Teik Estate, Perumahan Farlim, who wanted to demolish the chicken coops of one of the residents. Another resident, Chuah Teow Huat, who was standing far off from the scene of the scuffle, was shot in the left hip by the police. One Language, One Culture

On behalf of the DAP, I rise to thank His Majesty for His Royal Address yesterday in conjunction with the official opening of the First Session of the Sixth Parliament, setting out the Government’s policy statement of the year.

Right from the beginning, it is obvious that the Barisan Nasional is still in a euphoria at its success in the April General Elections and could not resist the temptation to indulge in self-praise. Continue reading One Language, One Culture

Why Sabah police had obstructed the USAP from contesting the ELOPURA State by-election?

Statement by Opposition Leader and Secretary-General of DAP, Mr.Lim Kit Siang, at a Press Conference given by Incik Nuai Chin, Secretary-General of USAP at Jalan Sultan, Kuala Lumpur on Friday, 17th August 1973 at 12 p.m.

Call on the new Home Affairs Minister, Tan Sri Ghazalie Shafie, to inquire as to why Sabah police had obstructed the USAP from contesting the ELOPURA State by-election on August 4

All Malaysians, I am sure, share with me the sense of shock on hearing Incik Nuai Chin’s disclosure as to how the USAP was prevented from nominating its candidate, Dr. Yap Pak Chau, for the ELOPURA Sandakan State seat on August 4, enabling the Sabah Alliance candidate to have an uncontested walkover.

As Incik Nuai Chin rightly pointed out, such high-handed police action makes a mockery of the Alliance’s professed commitment to the building of a democratic society, as enshrined in the Rukun Negara principles. Malacca Police banned discussion on Nantah, Formosan, Indian and Middle-Eastern university degrees and qualifications issues

Press Statement by DAP Secretary General and MP for Bandar Melaka, Lim Kit Siang, on 14 Feb 1973:

DAP condemns Malacca Police for banning discussion of government refusal to recognise Nantah, Formosan, Indian and Middle-Eastern university degrees and qualifications at DAP public rally in Malacca on Sunday, 18th Feb

I am shocked to learn today that the Malacca police has banned the discussion of the question of government refusal to accord recognition to Nantah, Formosan, Indian and Middle-Eastern university degrees and qualifications at DAP public rally in Malacca on Sunday, 18th Feb 1973

DAP officials in Malacca were told that the police would give a permit for the Sunday night rally on two conditions:

(1) No mobile announcements about the holding of the rally; and
(2) The question of recognition of Nantah, Formosan, Indian and Middle Eastern university degrees and qualifications cannot be raised for it is ‘sensitive’. Continue reading Malacca Police banned discussion on Nantah, Formosan, Indian and Middle-Eastern university degrees and qualifications issues

Call for a Commission of Inquiry into the conditions in the prisons and detention camps

Speech by DAP Member of Parliament for Bandar Melaka, Mr. Lim Kit Siang, in the Dewan Rakyat on the Home Affairs Ministry estimates for 1973 on 24th Jan 1973

1. Calls on Government to (a) let the Selangor Chinwoo Association time to set its house in order and (b) advance grant of $500,000 to it to tide over its financial difficulties to preserve Chinese culture in Malaysia

I refer to B.32 (p.275) on Pendaftar Pertubuhan.

On Dec. 26 last year the Registrar of Societies deregistered the Selangor Chinwoo Association. Since them, the court has granted an order directing the Registrar’s deregistration order to be set aside. We understand that the Attorney General has filed a writ in chambers to set aside this High Court order.

I do not intend to go into the legal merits or demerits of these maneuvers as it would be sub judice.

However, I wish to find out why the Registrar of Societies and the Minister concerned could not have given the Selangor Chinwoo Association more time to straighten out its affairs, as reason for deregistration was failure to submit its financial statements to the Registrars.

Lim Kit Siang deplores the senseless police killing of Lim Sun Seng in Kepong

The DAP Organising Secretary and Parliamentary Candidate for Bandar Melaka, Mr. Lim Kit Siang, today issued the following statement (5.5.1969):

The DAP and all peace- loving Malaysians must deplore the senseless and barbaric police shooting and killing of Lim Sun Seng of Kepong two nights ago.

From all accounts, the police fired the first shot directly into the crowed without any previous warning shots into the air. This is a criminal act of irresponsibility, because no policeman should ever fire the first shot into a crowd. The people must be warned first to disperse, with shot into the air.

But in this case, the first shot was aimed at the crowd with the deliberate purpose to kill, and it did kill. The Malaysian people cannot allow or condone trigger-happy or panic-prone policemen prowling around Malaysians towns and villages, with the itch to shoot to kill with the first shot. The police must be specifically instructed forbidden to fire the first shot at the people.

What has aroused public alarm is the report that the youth Lim Sun Seng, was killed from the back. This means that Lim Sun Seng was fleeing from the police, when shot. Continue reading Lim Kit Siang deplores the senseless police killing of Lim Sun Seng in Kepong

Call for an inquiry into police misrepresentation and distortion

The DAP Organising Secretary, Mr. Lim Kit Siang, today issued the following statement (28.3.1969):

The DAP welcomes police assurance that there will be no restriction on the number of speakers at election rallies.
But the Federal Police statement today (Malay Mail, 28.3) cannot go unchallenged.

The statement said DAP allegations that the police had placed restriction on the number of speakers for DAP rallies was ‘unfounded’ and suggested that it was the DAP which misunderstood the police requirements.

The statement added that although the permit had space for only five names, political parties could list the extra names on a separate or continuation shoot as an annex to the permit.

But this was what the DAP had been doing all along, right from 1966, through the Serdang by-election campaign, until March 14- when we were told that we could only have five speakers for every rally. Continue reading Call for an inquiry into police misrepresentation and distortion

The left hand does not know what the right hand is doing in the Police Department

Press statement by DAP Organsing Secretary, Lim Kit Siang, on 25 March 1969:

The denial by the Permanent Secretary to the Ministry of Home Affairs, Sheikh Abdullah bin Sheikh Abu Bakar, that the police had not imposed any restriction on the number of speakers who could address a rally is a good case of the left hand not knowing what the right hand is doing in the police department.

We could furnish Sheik Ahmad seven police permits for DAP rallies which restricted to approve more than five speakers and one announcer for one rally.

The police authorities concerned with the granting of public rally permits refused to approve more than five speakers and one announcer for one rally.

In fact, on 17th March, at a DAP public rally at Suleiman Court, off Jalan Tuanku Abdul Rahman, Kuala Lumpur, the DAP had only three speakers and one announcer, although the rally went on for three and half hours from 7.30p.m. to 11p.m. this was because two speakers approved for the rally, namely Goh Hock Guan, Party Secretary- General, and myself, could not make it for the rally as we went up to Ipoh for Mr. D. R. Seenivasagam’s funeral. Other DAP leaders present at the rally were not allowed to address the rally.
