On a clean, honest and incorrupt government

(Speech by the Parliamentary Leader, DAP Secretary-General and Member of Parliament for Kota Melaka, Lim Kit Siang, in the Dewan Rakyat when moving a motion to introduce a private member’s bill to be known as Ministers and Members of Parliament (Declaration of Assets) Act 1978 on October 18, 1977)

I rise under Standing Orders 49 to move a motion to seek leave of the House to introduce a private member’s bill to be known as Ministers and Members of Parliament (Declaration of Assets) 1978 Bill requiring every Minister and Member of Parliament to publicly declare his or her assets annually and that of the next of kin.

The Prime Minister, Datuk Hussein Onn, has a personal reputation of being opposed to corrupt practices, the country has a National Bureau of Investigations, and every now and then we read of departmental heads requiring their public servants to declare their assets. But it cannot be denied that corruption in Malaysia is a rampant problem, with many top political and public servants possessing unaccounted wealth and property. Government medical brain drain

The Minister of Health, in reply to a question by my colleagues, the Member for Sungei Besi, said yesterday that since 1969, a total of 965 doctors have left the government service. If we look at the yearly figures, we will note that the number of doctors leaving the government service has been on the marked increase year after year.

Even more serious is the resignation of specialists from the government service. This year alone, some 20 specialists have resigned. The government can ill afford the loss of experienced and competent specialists suffering a great fall in the standard of medical standards in the hospitals. Racial imbalance in the recruitment of nurses and assistant nurses

Speech by Ketua Pembangkang and DAP Secretary-General Mr. Lim Kit Siang, at a DAP Public Rally at Port Dickson on Saturday, 29th Sept. 1973 at 9 p.m.

Two proposals for the rectification of racial imbalance in the recruitment of nurses and assistant nurses by Public Services Commission

Two weeks ago, the Health Minister, Tan Sri Lee Siok Yew, expressed his unhappiness over the present nurses recruitment exercises because the recent intake does not reflect the racial composition in the country.

This led to a public clarification by the Public Services Commission Chairman, Tan Sri Sheikh Abdullah bin Sheikh Abu Bakar, who asserted with facts and figures that “it has always been the policy as well as the practice of this Commission to be as fair and as just, as is humanly possible, to all candidates regardless of race and religion: and wherever possible to reflect the multi-racial character of the country in the public service.”

Tan Sri Sheikh Abdullah slanted the figures to support his statement, although in actual fact, the figures clearly showed that the Public Services Commission had not reflected the multi-racial character of the country in its recruitment exercises into the public service.
