What is the justice of the 300-odd list of companies suffering a $10.8 billion loss yesterday when the three companies most closely related to the principal actor of the Pan E1 crisis are protected by their suspension from stock exchange.

After the three-day closure because of the Pan El crisis, the Kuala Lumpur Stock Exchange re-opened to experience the sharpest plunge in one day for years, with the KLSE index dropping by 378.66 – the first time the index has dipped below the 400 point mark in over two years. The Dangerous Drugs (Special preventive Measures) Amendment Bill 1985 is to legalise illegal detention orders and offends against the fundamental rule of law against retrospective legislation.

The Government has introduce another bill, to be taken through all its stages, in this parliamentary meeting which ends on Friday. I find the Dangerous Drugs (Special Preventive Measures) Amendment Bill 1985 most shocking, for clearly it is designed to legalise the illegal detention orders made by the Minister and Deputy Minister of Home Affairs purportedly under the principal Act. Has the government raised the quota reserved for bumiputras in all new public shares issue from 51% to 70%?

Early this month, there was controversy when in the MAS public shares issue, the new Ministry of Trade and Industry guideline was announced at the last minute that 30% of the open portion of all new public shares issue must be reserved to bumiputras. As all new public shares issue would have to reserve 30% to the government-approved bumiputra companies, the new government regulation that 30% of the remaining 70% of the open portion open to public subscription should be reserved to bumiputras would mean that a total of 51% of all new public shares would now be reserved to bumiputras.
