DAP calls on Agriculture Ministers, Datuk Shariff Ahmad, to take two urgent measures to help fishermen in Pulau Ketam and Klang Pantei to make a decent livelihood: (1) to issue licensees to legalise the 1,500 trawler fishermen in Pulau Ketam; and (2) to amend the Fisheries Regulations on making of new fishing boats

For the 10,000 people on Pulau Ketam, fishing is their sole means of livelihood. The fishermen are also making an important contribution, not only to the economy of the country, but also to the health of the people. For two months, the Port Klang authorities have not been able to clear the thousands of containers jammed in the Port, causing Malaysia to lose millions of dollars of revenue, and the by-passing of Port Klang by shipping lines. I wish all Muslims in Malaysia Selamat Hari Raya Puasa. Malaysia has been Merdeka for 20 years, and a new generation of Malaysians have grown up, celebrating Hari Raya Puasa without memories of political colonialism.

DAP calls for a 20-fold increase in the development expenditures for the 460 new villages under the Third Malaysia Plan

Speech by DAP Sectary-General and Ketua Pembangkang, Lim Kit Siang, at the Ampang DAP Branch, Kuala Lumpur, on Sunday, 22nd August 1976 at 7.30 p.m.

DAP calls for a 20-fold increase in the development expenditures for the 460 new villages under the Third Malaysia Plan to (i) make up for the neglect of development needs of new villages for one generation and (ii) to bring the new villages fully into the mainstream of national development

The Third Malaysia Plan 1976-1980 provides for only $19 million for development of the 460 new villages for the next five years.

DAP calls on the Ministry of Education to draw up a master plan under the Third Malaysia Plan to improve the facilities, build new classes and schools and to raise the standard of education in Chinese and Ta mil primary schools through increased allocations

In recent years, there has been a sharp increase in the enrolment of pupils especially for Chinese primary schools. This marked increase of enrolment in Chinese primary schools, however, has not been accompanied by a corresponding increase in financial allocations for Chinese primary schools to ensure that they have adequate facilities, school places and sufficient number of trained teachers to maintain a high standard of education. Failure of the Third Malaysia Plan to stop downdrift of the share market an ominous start to the TMP

The Federal Development Expenditure Estimates for 1976 amounting to $3,137 million is 50 % bigger than the estimated expenditure of $2,020 million in 1975.

It marks the first-year implementation of the Third Malaysia Plan which the Dewan Rakyat has just debated and passed.

One would normally expect that such an important occasion like the announcement and adoption of the Third Malaysia Plan, the most ambitious economic blueprint for the next five years which envisages a total investment target of $26.8 billion and public sector expenditure of $18.6 billion would be a great boost to public confidence and to the share market in particular.
