The Third Malaysia Plan and the time-bombs in Malaysia

The Prime Minister, Dato Hussein Onn, in his foreword to the Third Malaysia Plan, said: “A major assault on poverty, a vigorous and continuous effort in the task of restructuring society as well as the strengthening of our national security., are the triple thrusts of the Third Malaysia Plan

This is probably the most significant and revealing statement in the whole 430-page Third Malaysia Plan.

The Second Malaysia Plan 1971-1975 incorporated a two-pronged New Economic Policy for development. The first prong was to reduce and eventually eradicate poverty, by raising income levels and increasing employment opportunities for all Malaysians, irrespective of race. The second prong aimed at accelerating the process of restructuring Malaysian society to correct economic imbalance, so as to reduce and eventually eliminate the identification of race with economic function. Call for a joint high-level inquiry by Central and State Government into the industrialisation setbacks in Malacca State
The Malacca State has suffered severe setbacks in the field of industrialisation in 1975. it is all the more regrettable that the State Government has refused to admit this reality and has tried instead to present a picture of roses about great progress in industrialisation this year.

Throughout this year, the various industries in Malacca had carried out retrenchment exercises, or dismissals and termination of service of employees on the most flimsy grounds to reduce their work-force. DAP Suggests Second Malaysia Plan Re-orientation to help the poor of all races and not to create a Class of Malay rich to keep company with the Non-Malay rich

The Second Five Year Malaysia Plan is well past its half way mark, and there are only 850 days left for the Plan.

All that the Alliance New Economic Policy has succeeded in doing is to create a new class of bumiputra rich while the masses of bumiputras and Non-Malays remain poor and down-trodden.

The DAP is opposed to an economic policy which make the rich richer and the poor poorer. We want the Second Malaysia Plan to be re-orientated to give emphasis or priority to the upliftment of the poor of all races and not, as of now, the creation of a bigger class of Malay rich to keep company with the non-Malay rich. Parit Bunter ferry tragedy – DAP presses for immediate government compensation and remedial action

Yesterday, accompanied by DAP National Vice Chairman, Sdr. Daing Ibrahim bin Othman, DAP Deputy Secretary-General and Perak DAP State Assembly leader, Sdr. Ibrahim bin Singgeh, DAP Deputy Secretary-General and M.P. for Batu Gajah, Sdr. Lim Cho Hock, M.P. for Teluk Anson, Sdr. Chan Fu King, Perak State Assemblymen for Kuala Dipang, Sdr. Chan Heng Who, and Perak DAP Women’s Section leaders, I visited the Parit Buntar and Dander Bahru tragedy areas.

The DAP delegation wanted to see for ourselves the actual situation which led and caused the Parit Buntar ferry tragedy which caused 32 lives.

Since the launching of the Operation Setia on Sept.25 last year at 3 a.m., starting with a 51 hour continuous curfew, the people of Sungei Siput have felt the heavy hand of the government, and have been made to feel that they are disloyal and anti-national elements. The Second Malaysia Plan, following on the First Malaysia Plan of 1965-1970, promises to materially change the economy of the country and uplift the poor peasantry in the rural areas. Question (1): To ask the Minister of Defence
(i) when will work begin on the building of the Lumut naval base;
(ii) what steps are being taken to ensure fair and equitable compensation to the squatters and landowners who will be affected by the government acquisition of the land for the Lumut base project; and
(iii) whether the Government is aware of the reservations among the people of Sitiawan about the sitting of the naval base in Lumut, and whether he would give the people of Lumut an ample opportunity to give their views on the matter. This Bill provides for the establishment of the Malaysian Rubber Exchange and Licensing Board to have overall control of all activities relating to the registration, licensing, export, shipping, packing and dealing in rubber, and the co-ordination of all activities in the marketing of rubber with a view to promote the efficient marketing of rubber from Malaysia.
