The 1972 Budget is the most painful budget for many years. It is also in the true tradition of our Finance Minister’s past budgets – for its bias in favour of the haves and the rich, and the burdens he imposes on have-nots and the labouring class.

The 1972 budget will be particularly painful for the poor, and comparatively painless for the rich. In fact, the Finance Minister went out of his way in his budget speech to assure the rich and the wealthy that there will be no income tax changes to get the rich to make a greater contribution to national revenue. Twenty -Year neglect of the 750,000 new villages

The House is asked to approve $1,334 million for next year’s development expenditure. We are told that the development allocations are well balanced and realistic and will contribute to the implementation of the Second Five-Year Plan.

However, to one great group of Malaysians, all these propaganda do not make any impression. In fact, for them, the last one year’s ceaseless propaganda and publicity avalanche by the Government through the press, radio and television about the Second Five-Year Plan, how it would change the economy of the country, abolish poverty, create jobs, and give a new hope and better life to the poor and downtrodden, had failed to make any impact whatsoever. These are the 750,000 new villagers in Malaysia. For the last twenty years, after their compulsory resettlement by the British colonialists, they have seen economic development and progress passed them by. DAP sets up National New Villages Sub-Committee to champion the cause and right of 750,000 new villagers

The DAP has set up a National New Villages Sub-Committee which will champion the cause and right of the 750,000 new villagers in Malaysia to participate fully in the government’s economic development programme.

The New Villages Sub-Committee will be spokesman for the aspirations of the 750,000 new villagers to be brought into the mainstream of economic development, and to receive equitable government development funds for new village development. DAP calls for New Economic Policy for New Villages

In Ipoh two days ago, the Prime Minister, Tun Abdul Razak, disclosed that the Ministry of Agriculture and Lands has formed a new unit to assist new villages to obtain titles to the land they occupy. He also instructed district officers to help new villagers in this regard. The DAP welcomes this, for we had pressed for title to new villagers from the very formation of the DAP.

But this is a step which has been long overdue for two decades. When the people were resettled into new village 20 years ago, they should have been given title to the land they occupy, just as FELDO settles are given title to the land they occupy. I continued my constituency tour of Kota Barat yesterday, and visited Bachang in the company of DAP National Vice-Chairman, Daing Ibrahim bin Othman, Johore Organising Secretary, Sdr Khoo Chin Tow and DAP Malacca official, Sdr Ng Hoo Kiang.
