Call on Alliance Government to honour its solemn pledge to Parliament in 1965 to hold local council elections

The current meeting of Parliament started with the tampering of the Constitution to abolish nine Selangor State Assembly seats and the disenfranchise signing the death certificate for elected local government, by the passage of the local Government (Temporary Provisions) Bill 1973.

With the passage of this Bill, all councillors in all local authorities holding office shall forthwith cease to hold office, it will then be up to the respective State Governments to appoint the members of the Board of Management of the local authorities.

The Alliance record on the question of elected local government is a record of broken promises and breathes of faith to the people and country.

When the Alliance Government suspended local council elections on 1st March 1965, the then Prime Minister gave as justification the threat of Indonesian Confrontation. But he gave a solemn pledge, which I quote: Continue reading Hold local council elections

Why local government should be elected

On 1st March 1965, the then Prime Minister, Tunku Abdul Rahman, made a Ministerial Statement in the Dewan Rakyat announcing that the government had exercised Emergency powers to suspend local council elections which was to be held in May or June the same year, on the ground of Indonesian Confrontation.

Campaign to instill courtesy in government servants when dealing with the public

My fellow parliamentarians in the DAP and I, in the course of our meeting with the public, have received recurrent complaints from members of the public, particularly from the laboring class and the illiterate, that government employees had been very rude and discourteous when dealing with them.

We read in the press from the letters to the editor’s column, of similar complaints. These incidents happen to the educated. We can well imagine what treatment the illiterate, the old women, and the laboring class receive at the hand of the rude and discourteous government servants. The DAP welcomes the recommendation of the Athi Nahappan Report for the continuation of the system of elected local government in Malaysia.

We regret that the Government, despite its knowledge of the Athi Nahappan Report recommendation since December 1968, should decide to flagrantly disregard the Report’s recommendation and set its mind on abolishing elected Municipal, town and local councils. Elected local government in Malaysia

The Minister for Local Government, Dato Ong Kee Hui, said last week that the State governments had agreed with the Federal Government that elected local councils and Municipalities should be abolished.

I do not know whether the State government had communicated these views to Dato Ong officially or informally, but whether officially or informally, these views are improper and unauthorized, as none of the State Assemblies had debated or decide on the future of elected local government in the country.
