Minimum Wage Law for Workers

Since the resumption of Parliaments in February 1971 till now, one of the constant subjects my colleagues and I in the DAP have kept pressing for inside this Chamber is for the enactment of legislation to fix basic minimum wages for workers, to ensure that they and their dependents enjoy the basic human needs of food, clothing, housing and schooling.

Unfortunately, this proposal, to my knowledge, had never received the serious consideration of the government, probably for the simple reason that there is not a single Cabinet Minister who had a labour past, and who understands and sympathises with the sufferings, aspirations and hopes of the working class. Yesterday, accompanied by the DAP State Assemblymen for Kota Timer, Bernard Sta Maria, the DAP State Treasurer, Sdr. Yoong Tat Hian, Malacca State Committee Member, Sdr. Yeong Wee Yeek, and Sdr. Lim Kim San, I visited the Machap Umboo New Village, 18 miles from Malacca town, who are affected by the Durian Tunggal water scheme and their land are being acquired and resettled. Government should explain why it failed to take international oil companies to court for breaking anti-hoarding laws

DAP calls on the Government to abolish surtax on motor spare parts, tyres and other accessories and the slash the import duties on diesel to prevent increase of bus and taxi fares and other transport charges to forestall another inflationary spiral

Speech by DAP Secretary-General and Member of Parliament for Bandar Melaka, Lim Kit Siang, at a DAP Public Rally at Mambang di-Awan, Kampar, on Sunday, 7th July 1974 at 9 p.m.

DAP calls on the Government to abolish surtax on motor spare parts, tyres and other accessories and the slash the import duties on diesel to prevent increase of bus and taxi fares and other transport charges to forestall another inflationary spiral

With the recent government approval for another eight cents a gallon increase for diesel, taxi operators, bus companies and other transport firms are pressing for an increase of fares and transport charges.

This will not only add to the very heavy burden of the poor, but will in turn spark off another chain action of price increases. I have given notice to Parliament to make an adjournment speech in two weeks’ time on the Malam Kebudayaan Chun Lei, which the police refused to permit performance in Kuala Lumpur in April and May in aid of Chinese Independent Chinese Secondary Schools without valid reasons. Lim Kit Siang to ask government to change E.P.F. investment policies to directly benefit the workers when Parliament meets from July 17 – 26

When Parliament meets from July 17 – 26, I will ask the Finance Minister, Tun Razak whether the government would consider changing the investment policies with regard to the E.P.F. contributions to directly benefits the workers, for instance, in financing and building low-cost houses for workers, and the delay in raising the interest rates off E.P.F. contributions.

1. To ask the Prime Minister to state whether the Government would permit Malaysians to travel freely to the People’s Republic of China, as to other countries with which Malaysia has diplomatic relations, without having to get clearance by the Special Branch and immigration authorities, as a further step to break down the ‘barriers of spirit and mind, of misunderstanding and misapprehension’ and restore the traditional friendships between the peoples of Malaysia and China.

2. To ask the Prime Minister to state

DAP calls on the Government to take special measure to ensure that ‘Low Price’ rice are available to the poor

Although the Government has introduces and implemented price control for rice, dividing rice into three broad categories, of Beras Malaysia Pendek, berak Malaysia Sederhana and Beras Malaysia Panjang Super, and many other other smaller divisions, the fact is that Malaysians cannot get ‘low price’ rice anymore although we produce 90% of our own rice needs. The DAP regrets that although three weeks have passed since the issue of the low intake of Indian students into the Malaysian universities have been raised by the University of Malaya Tamil Language Society, the Ministry of Education and the Cabinet has taken no action to fully rectify the imbalance.
